Chamber creates National System to Combat Violence against Women

The Chamber of Deputies approved this Tuesday (7) the creation of the National System for Combating Violence against Women, with the distribution of R$ 5 billion in Union resources. The project that is being analyzed by the Senate had a voting score of 470 votes in favor and 1 against.

Written by federal deputy Jack Rocha (PT-ES), PLP (Complementary Law Project) 41 of 2026 provides for resources to be transferred directly to states, municipalities and the Federal District, within the scope of the Brazilian National Pact against Feminicide.

The only parliamentarian opposed to the proposal was federal deputy Kim Kataguiri (Mission). Deputies in favor of the project highlighted during the plenary session that it is a preventive measure, which will act in emergency actions. Due to the emergency nature, the amount committed is outside the current spending limit.

The new system will work in collaboration with federal entities for greater "capillarity", according to parliamentarians. The distribution of resources will be gradual and divided into 3 years, with R$3 billion in the first year (2026) and R$1 billion for the following years, subject to budget availability.

The amount will be divided on a "half-half" basis for states and municipalities. However, transfers will only be direct - without agreements or contracts - if the entity provides a structured action plan and the destination of the resource is clear.

States or municipalities that fail to comply with the guidelines will have their source of funds blocked until they are accountable for the use and results of the investment. The proposal also provides for the creation of a governance body to monitor and evaluate actions.
