The Chamber of Deputies will have a week dedicated to unlocking the plenary agenda. To this end, the president of the House, Hugo Motta (Republicanos-PB), scheduled the vote on the government's bill that deals with the end of the 6×1 scale and is being processed urgently, preventing the House from analyzing other agendas. The expectation is that the project will be voted on Tuesday (16) and pave the way for the discussion of three other proposals in the Chamber.


The text proposed by the government is similar to the PEC (proposed amendment to the Constitution) at the end of the 6×1, already approved by deputies at the end of May, and which establishes a limit of 40 hours of work and two days of rest per week. The difference between the two texts lies precisely in the urgency regime of the bill. As presented on April 14, the text should be voted on by the end of May.


As it was not appreciated, the plenary can now only deliberate PECs, PDLs (Project Legislative Decree) and urgent requests until the project is approved.


Motta accelerated the process and last week appointed deputy Leo Prates (Republicanos-BA) as rapporteur of the government text.


If approved, the text increases pressure against the Senate, which has not yet defined a schedule for the PEC on the end of the 6×1. If it advances in the Chamber, the project would also carry urgency for the Upper House. Therefore, Davi Alcolumbre (União-AP) would have 45 days to discuss the proposal before also stopping the plenary work.


The project sent by the government should not face resistance during the week. If Motta votes on the text and manages to clear the agenda, it will pave the way for the last important deliberations in plenary before the parliamentary recess, scheduled to begin on July 18th.

Motta's concern to resolve pending issues before the recess is due to the election period. The second semester should be empty in Congress, as most deputies and senators will be focused on their campaigns in the states.


The Chamber's topics of interest
In a post on social media, the president of the Chamber made it clear that the analysis of the project that deals with the reduction of working hours aims to unlock the agenda to focus on two projects this semester: the project that regulates Artificial Intelligence in Brazil and the proposal that readjusts the revenue ceiling for MEIs (Individual Microentrepreneurs).


The first was approved in the Senate at the end of 2024, but must return to the Upper House if deputies made changes to the text. The project determines the commitments of companies that develop AI in the country and guides the purpose for using this tool. To this end, the proposal defines the SIA (National Artificial Intelligence Regulation and Governance System).


The other proposal increases the MEI revenue limit to R$ 130 thousand and now allows the hiring of up to two employees.


These projects are Motta's focus for this semester, but another proposal will also return to the Chamber and should receive the attention of important sectors in Congress: the text that creates a special line of financing for renegotiating debts of rural producers affected by adverse weather events and economic difficulties.


The proposal approved by the Senate creates a special line for refinancing the debts of rural producers affected by climate and economic losses between 2019 and 2025. The text maintains the Pre-Salt Social Fund and other funds supervised by the Ministry of Finance as sources of resources.


Motta also has a vote on the "Fuel PL" on the horizon. The text was on the plenary agenda in recent weeks, but was not discussed and could be put to a vote.


Created with the aim of reducing economic impacts generated by the conflict in the Middle East, the text seeks to reduce taxes on fuels, such as gasoline and ethanol.
