The CMN (National Monetary Council) approved, in an extraordinary meeting, a resolution that defines the conditions for financing public security with resources from the FIIS (National Fund for Investment in Social Infrastructure). The fund already finances investments in social infrastructure for education and health.


The total for financial support in the reimbursable modality is R$ 10 billion, provided for in the 2026 Budget Law. The application of resources must meet project selection criteria, which must seek regional balance, prioritization of entities with socioeconomic vulnerability and adherence to the National Public Security and Social Defense Policy.


The financing rate is 4.0% per year for operations with a repayment period of up to 10 years, and 6% for operations over 10 years, observing the 20-year ceiling.

The repayment period is up to 20 years, with a grace period of up to 24 months. Credit borrowers are legal entities governed by public law.


FIIS is a financial accounting fund created in 2024 that aims to ensure resources to finance investments in social infrastructure. BNDES (National Bank for Economic and Social Development) is responsible for transferring the fund's resources to entities selected by the FIIS Management Committee.


The transfer of the fund's resources can be carried out directly - with the financing request presented directly for analysis by BNDES - or indirectly, through financial agents or fintechs, public or private, accredited by BNDES.
