The Public Ministry of São Paulo (MP-SP) opened a new investigation to investigate possible indirect remuneration of Osmar Stabile, president of Corinthians, through payments made by the club to the security company Bear Security. According to Corinthians, the case is currently still in the preliminary investigation phase. However, an order signed last Tuesday (7) by prosecutor Cassio Roberto Conserino, to which the report had access, points out that the elements presented by club members justify the opening of a specific procedure to investigate the matter.

The document was attached to the Criminal Investigative Procedure (PIC) already in progress and originates from an impeachment request filed by Corinthians associates. In the application, the directors allege that Bear Security, the company responsible for Osmar Stabile's private security, was being remunerated with resources from the club itself, and not by the beneficiary director.

According to the order, the documents presented indicate that Bear Security has received, to date, R$586,987.65 through invoices issued to Corinthians. The promoter emphasizes that, if the facts are confirmed, the situation could characterize indirect remuneration, which is prohibited to directors by the club's statutes.

The prosecution also records that similar situations led to criminal complaints against former presidents of Corinthians and states that, in theory, the facts could constitute a possible violation of article 50 of Law No. 14,967/2024, which regulates private security activity in Brazil. The order also mentions that the invoices are sequential and that the company does not have authorization from the Federal Police to operate in the private security segment, a circumstance that should also be subject to investigation.

In view of the evidence presented, the prosecutor ordered the extraction of copies of the procedural documents, the impeachment request and the statement itself for the establishment of a new report of a criminal fact, basing the measure on article 4, sole paragraph, of Resolution No. 181/2017 of the National Council of the Public Ministry (CNMP). The provision provides for the opening of an autonomous investigation when, during an investigative procedure, new facts arise that require specific investigation.

As one of the first steps of the new procedure, Conserino ordered the sending of a new letter to Corinthians requesting information about the company currently responsible for security on the premises of Parque São Jorge, as well as the identification of the person responsible for providing the service. The order also cites a report published by Sport Insider on the topic as one of the elements considered in the investigation.

The new investigation is being carried out in parallel with the existing procedure conducted by the Public Ministry, which brings together other measures related to the administration of Corinthians. In the same order, before dealing with Bear Security, Conserino also determines that statements must be awaited from the Guidance Council (Cori), the Fiscal Council and the club's compliance sector regarding the hiring, without a written contract, of the company Mega Assessoria Operacional.

To date, there is no conclusion from the Public Prosecutor's Office regarding the existence of irregularities.

The investigation is in its initial phase and seeks to gather information to verify whether there was, in fact, payment of the president's private expenses with Corinthians resources and any possible violation of the club's statutes or current legislation.
