Amid increasing international trade tensions, the Senate approved Provisional Measure (MP) 1,345/2026, which authorizes the Union to mobilize up to R$15 billion to support exporting companies affected by international crises, such as trade wars, geopolitical conflicts and increased tariffs on Brazilian products.


The measure, which is subject to presidential approval, strengthens official export financing mechanisms and was designed at a time of increasing trade barriers around the world. Agribusiness, responsible for more than half of Brazilian exports, is among the sectors that can benefit.


The R$15 billion will not be distributed directly to companies. The money will be used to support credit operations aimed at exporters, allowing public and private banks to lend resources with less risk.

With the MP, part of the risk of these operations may be covered by public export guarantee mechanisms. If there is default, the Union covers the portion provided for in the guarantee and then seeks to recover the funds from the debtor company. If the financing is paid normally, the government does not disburse any amount.


In the government's assessment, this structure makes it possible to expand the supply of credit precisely when exporting companies face difficulties caused by external factors.


Effects for agriculture
Although rural producers do not have direct access to resources, the agricultural sector can feel the effects of the measure throughout the chain. Slaughterhouses, trading companies, cooperatives, sugar and ethanol plants, exporters of coffee, soybeans, corn and cellulose will be able to resort to these lines if they are affected by trade barriers.

By preserving the working capital of these companies, the expectation is to reduce the risk of interruption in purchases of agricultural products from rural producers.


The MP also expands the possibility of financing investments necessary to meet new demands from international markets, such as traceability, environmental certifications and sanitary adaptations.


The approval of the MP occurs at a time of increasing global trade disputes and greater use of tariffs and non-tariff barriers by several countries. Instead of relying exclusively on diplomatic negotiations to try to reverse trade restrictions, the government is starting to strengthen financial instruments capable of giving companies a boost.
