The Brazilian government ruled out a direct connection between Luiz Inácio Lula da Silva (PT) and the American president, Donald Trump, as a way of trying to reverse the imminent application of 25% tariffs on Brazilian products by the United States.

The measure, scheduled to come into force next Wednesday (15), affects items such as machinery, plastic and fish. The government's orientation is to exhaust the available technical and diplomatic channels, since political negotiations have not been effective.

The assessment is that negotiations should continue to be conducted at ministerial level.

Lack of objectivity on both sides
The Director of Journalism at CNN in Brasília, Daniel Rittner, assessed that both governments contributed to the impasse. "It appears that both sides could have engaged more in these negotiations," Rittner said.

According to him, both the stance of the Brazilian government and that of the American government, according to reports from those who actually participated in the negotiations, "authorize us to think that there was a lack of objectivity in the negotiations - on the part of both".

To illustrate the pattern of postponements, Rittner used an anecdote about a former minister who, upon receiving unfeasible demands, responded with delaying questions to gain time.

The analyst drew a parallel with the negotiations between Brazil and the USA: since a meeting between the two sides last year, the 30-day deadlines have been successively renewed, without a concrete agreement being reached. "These 30 days always turned into another 30 days, another 90, plus the next meeting", he observed.

Proposals without technical consistency
Rittner detailed that Brazilians complain that the United States sent a proposal on critical minerals without technical details and without legal binding.

The analyst also pointed out difficulties on the Brazilian side in presenting consistent proposals, such as tariff reductions for ethanol, machinery and equipment. This is because Brazil is subject to the Mercosur Common External Tariff and the rules of the World Trade Organization, which would require extending any reductions to all countries in the world.

Given this scenario, Rittner concluded that, deep down, "it is important to keep up appearances and maintain a negotiating effort, but the will, the desire for an agreement, does not seem to exist."

Tariffs as an instrument of power
When asked about the broader meaning of the impasse, Rittner highlighted that the United States began to treat tariffs no longer as a mechanism of commercial efficiency, but as "an instrument of power."

According to him, this opens up space to interpret American actions with a political bias, which could involve anything from the interests of Big Techs to influences of another nature. "All of this is warranted when we look at the American stance - but, again, also the Brazilian stance", he concluded.
