The former governor of Rio de Janeiro Cláudio Castro (PL-RJ) is one of the targets of the eighth phase of Operation Compliance Zero, launched this Tuesday morning (26) by the Federal Police investigating contributions to Rioprevidência. Through 10 search and seizure warrants, the PF is investigating the institute's contribution of R$3 billion to the extinct Banco Master, owned by Daniel Vorcaro.

In March of this year, Castro resigned as governor of the State on the eve of a trial at the TSE (Superior Electoral Court) that analyzed actions to make him ineligible for eight years for alleged abuse of political and economic power in the 2022 elections.

The TSE's action against the former governor targeted involvement in an alleged irregular hiring scheme at Fundação Ceperj (Rio de Janeiro's State Center for Statistics, Research and Training of Public Servants), with around 27,000 temporary positions that, according to investigations, would have been used to employ canvassers and strengthen Castro's re-election campaign in 2022.

The resignation was read as a maneuver to force the election in Rio to take place indirectly, via Alerj, where Castro would be able to make a successor due to having majority support.

Castro as target of the PF
Cláudio Castro is the target of Operation Compliance Zero, which investigates fraud in the financial system involving the now liquidated Banco Master.

According to an official statement from the PF, the new phase of the investigation is an offshoot of Operation Paper Boat, which identified suspicious contributions from Rioprevidência in Letras Financeiras from a private bank that totaled around R$970 million, between October 2023 and July 2024. In this eighth phase, investments of R$2.01 billion are being investigated, starting from July 2024, in investment funds from the same bank, totaling around R$3 billion transferred from Rioprevidência.

In addition, the former governor was charged with Operation Without Refining, still this month of May, which investigated the activities of an economic conglomerate in the fuel sector suspected of concealing assets, concealing assets and evading resources abroad.

Launched on May 15, the operation also targeted the owner of Refit, Ricardo Magro and determined the blocking of approximately R$52 billion in financial assets.
