We will try to vote on rural debts "until the last minute", says Lupion

The president of the FPA (Agricultural Parliamentary Front), Pedro Lupion (PP-PR), stated this Tuesday (26) that the bench is trying "until the last minute" to vote on bill 5122/23 on the renegotiation of rural debts in the Senate, despite the possibility of the government issuing an MP (Provisional Measure) on the topic.

"We will try until the last minute to hold this vote. The provisional measure has the advantage of being more effective quickly, however, we don't know what it is. From the moment something comes along that is not satisfactory for the sector, our hands are tied," said Lupion after the bench meeting.

The statement comes after the Senate's CAE (Economic Affairs Committee) once again postponed the vote on the PL that deals with the renegotiation of rural debts. The proposal's rapporteur, senator Renan Calheiros (MDB-AL), negotiates an agreement with the federal government on points considered sensitive by the economic team.

Behind the scenes, the possibility of the government issuing an MP to unlock part of the measures before the launch of the next 2026/2027 Harvest Plan gained momentum. The economic team mainly resists the inclusion of debts contracted with free interest, outside of official rural credit lines.

The government is also trying to calibrate sources of resources and criteria for joining the program, given concerns about fiscal impact and possible credit restrictions for the sector.

The text under discussion in the Senate expands the scope of renegotiation to operations contracted until December 31, 2025 and provides for the use of resources from the FS (Social Fund) from the pre-salt, in addition to surpluses from other funds supervised by the Ministry of Finance.
