"We were not attended to", says president of the SRB about the 2026/27 Harvest Plan

"Unfortunately, all of this resource that we requested, once again, we were not met." The assessment is from the president of the SRB (Brazilian Rural Society), Sérgio Bortollozo, regarding the 2026/27 Harvest Plan announced by the federal government. According to him, although the entity did not expect a volume of resources much higher than that presented, the announced measures do not meet the demands of the agricultural sector.

Bortollozo stated that the result reflects a scenario of negotiations between different areas of the government. "We understand that it is a very big conflict between the financial sector, the Ministry of Finance and the Ministry of Agriculture", he said in an interview with CNN Agro News.

For the president of the SRB, the Safra Plan should be restructured. "Agriculture needs to work with more long-term planning. The Safra Plan should not be an immediate plan, it should be a State plan, given the importance of agriculture", he stated. He cited as an example the case of China, which organizes five-year plans.

The director also assessed that, despite the announced volume, access to resources remains limited for some producers. According to him, farmers with financial constraints or lower profitability face difficulties in obtaining credit.

Among the points raised by the entity is the lack of provision for agricultural insurance.

"We have to think that this has to be reviewed, a Harvest Plan that comes out once again without any provision for agricultural insurance. A Harvest Plan that comes out at a time when we had a readjustment by a resolution from the National Monetary Council and that, in fact, mischaracterizes the rural credit manual. So all of this creates tension, a not very favorable climate within our sector", he said.

When commenting on the announced amount, the president of the SRB compared the resources of the Safra Plan with the estimated cost of Brazilian agricultural production. "The budget for a Brazilian harvest is R$1.5 trillion. When you understand that a Safra Plan will cover around R$600 billion, we realize that unfortunately rural producers are not being treated," he stated.

The president of the SRB also commented on the role of LCAs (Agribusiness Letters of Credit), rural savings, CPRs (Rural Product Notes) and barter operations as sources of financing. For him, these instruments represent important alternatives, but they do not reach all producers. "Not all producers have access to this, mainly because you need to have an investor on the other side," he said.

In Bortollozo's assessment, private mechanisms complement the sector's financing, but do not replace the government's role through the Safra Plan. "When we talk about a Harvest Plan established by the government, it is because, in fact, it includes the government's hand. And unfortunately we do not understand that we have been taken care of", he concluded.
