Although the PF (Federal Police) and the PGR (Attorney General's Office) accept Daniel Vorcaro's new plea bargain proposal, the decision on a possible approval will be up to Minister André Mendonça, of the STF (Supreme Federal Court).

As CNN showed, Vorcaro's new proposal was delivered last Monday (1st), with an addendum presented on Tuesday (2nd). From there, PF and PGR must analyze the material. For the agreement to be valid, the plea bargain must produce concrete results and indicate those involved in the Banco Master fraud scheme, which may include politicians and public authorities.

The new version of the denunciation adds new characters and deepens stories already superficially narrated in the previous proposal. Among those mentioned would be members of the Three Powers: ministers of President Luiz Inácio Lula da Silva (PT), the STF (Supreme Federal Court) and members of the opposition in the National Congress.

Vorcaro presented a first version of the proposal at the beginning of the middle. At the time, the PF assessed the former banker's reports as selective and with little contribution to the investigation, resulting in the rejection of the material.

After the incident, the then lawyer, José Luís Oliveira Lima, left the defense of the former banker, meaning that only Sérgio Leonardo remained in the case.

Next steps
If the police authorities and the PGR assess that Vorcaro's proposal has the potential to collaborate with investigations related to the Master, the material will be sent to Minister André Mendonça for analysis, who will investigate the possibility of approval and eventual granting of some benefit to the whistleblower.

At this stage, the STF minister will analyze whether there is legality, voluntariness and regularity in the draft agreement, as determined by the legislation governing criminal investigations in the country.

If Mendonça understands that the conditions have not been met, the proposal is denied and the process does not move forward. On the other hand, if the minister assesses that the requirements have been met, he may approve the collaboration. From there, the STF will define the size of the benefit that will be given to Vorcaro, such as the total or partial loss of the sentence.

Afterwards, the investigations will focus on those involved mentioned by Vorcaro and the points raised about the functioning of the Master's criminal scheme. This step complies with the country's legislation, which highlights that a plea bargain agreement cannot be considered evidence in itself, and needs to be confirmed by other elements.
