The federal government launched this Monday (29) the so-called Desenrola Adimplentes, a program aimed at the population who do not yet have outstanding bank debts, but who pay higher interest rates on their loans.
According to the government, the focus is on informal workers and also students with credit from Fies entrepreneurs.
The government's expectation is that the new credit lines can be sought by up to 500 thousand informal workers and up to 100 thousand Fies members.
"We are talking about the informal, who does not access CLT payroll, public servant and INSS payroll. Which does not have its own guarantee. It is the Direct Consumer Credit (CDC) without guarantee that the informal worker takes and has one of the most expensive interest rates in the country. We are looking at this worker who already honors with higher interest rates. Who will continue honoring with a lower interest rate", said the Minister of Finance, Dario Durigan.

The new modality of the program was launched by President Luiz Inácio Lula da Silva (PT) during an event at Palácio do Planalto.
"Beneficiaries of Desenrola Adimplentes and FIES Empreendedor will accept in return the blocking of the CPF on betting platforms for 6 months", informed the federal government.
This is a new phase of Desenrola 2.0, launched in May and aimed at people earning up to five minimum wages, that is, R$8,105, with debts to financial institutions, as well as farmers, small businesses and debtors of the Fies.
During the presentation this Monday, the Minister of Finance, Dario Durigan, also mentioned the new rules for payroll loans for private sector workers. The modality was regulated last Friday (26).
Where to seek credit
According to the executive secretary of the Ministry of Finance, Rogério Ceron, credit lines can initially be sought at Caixa Econômica Federal and Banco do Brasil. He explained that private banks are still going to decide whether or not they will adhere to the conditions of these new credit lines.
"There is no unanimous decision to join by the members of Febraban [Brazilian Federation of Banks]. Each bank will look at the profile of the public it will offer. These are lines that operate today with high interest rates to a public that ends up, with a lot of sacrifice, honoring the operations", said Ceron.
"Even a client from another institution can do their risk analysis at BB and Caixa and migrate their operations", added the Secretary of Finance.
Informal workers
According to the economic team, the measure covers informal workers, not including CLT workers, retirees, pensioners or civil servants.
In addition to refinancing the old debt, it will also be possible to have an additional credit of up to 50% of the outstanding balance of the original debt.
It will be valid for:
Non-Consigned Personal Credit
At least 4 installments already paid
On time or with a maximum of 90 days late
Balance equal to or less than R$ 15 thousand
In renegotiation, the conditions will be as follows following:
Maximum interest rate: 1.99% per month
Term: equivalent to the remaining term of the original debt, with the possibility of extending the term up to a maximum of 6 months, depending on the remaining term of the original debt
Instalment Limit: New installment of a maximum of 90% of the original debt installment
Entrepreneurial students
The Ministry of Finance also informed that there will be new lines of credit for individuals and companies in compliance with the Fies.
According to the government, a relevant part of the target audience completes courses associated with self-employed professions, requiring initial capital to carry out their activities, with part already having a CNPJ.
The objective is to finance entrepreneurial activity. The graduate, having been in compliance for at least 36 months, without any renegotiation, will be able to seek credit.
Interest may be up to 11% per year (0.87% per month), with a limit of R$180 thousand for legal entities and R$80 thousand for individuals. The maximum term will be 96 and 60 months, respectively.
