Understand the PL's strategy to delay voting on the 6×1 PEC in the Senate

The PL (Liberal Party) is studying a strategy to lengthen the processing of the PEC (Proposed Amendment to the Constitution) of the end of the 6×1 work schedule in the Senate. The idea discussed by members of the party is to have the proposal pass through several committees before reaching the Upper House plenary.

Opposition leaders argue that there is no obligation for the text to immediately pass through a special committee. Therefore, there is room for the proposal to be processed by at least two or three thematic committees before the plenary.

The strategy under analysis includes forwarding the PEC to committees such as the CCJ (Constitution and Justice Commission) and other commissions linked to economic and labor matters, which would increase the time for discussion and voting on the matter.

Another possibility is to use the rite of analysis of amendments to postpone the processing, including causing the text to have to return to the Chamber for analysis, eventually.

The intention is not to allow the PEC to be enacted in time for it to come into force before the first round of elections, at the beginning of October, as Planalto plans.

PT senators assess that the text has strong popular appeal and is already one of the main electoral banners of the Luiz Inácio Lula da Silva (PT) government and left-wing parties. Therefore, the assessment is that rapid advancement of the proposal could increase pressure on opposition parliamentarians.

PL senators argue that the proposal has the potential to impact companies and create jobs and, therefore, would need a more in-depth analysis before voting in plenary.

The PEC is still under analysis in the Chamber, and is expected to be approved by the special committee this Wednesday (27) and voted on in the House plenary by Thursday (28). As the prospect is for rapid approval, senators and affected sectors have already begun to officially discuss the matter, as the Senate will be the next to analyze the proposal.

This Tuesday, PL leaders participated in a meeting between the president of the Senate, Davi Alcolumbre (União Brasil-AP), and representatives of the industrial business community. The tendency is for Alcolumbre to follow a less accelerated process than that of the Chamber, but without making the approval of the proposal unfeasible this year.
