The governor of the Federal District, Celina Leão (PP), told CNN Brasil this Friday (29) that she will not make an early judgment on the responsibility of her predecessor Ibaneis Rocha (MDB), who left office to run for the Senate, in the crisis involving the BRB (Bank of Brasília).

"The errors, if they happened, if he [Ibaneis] was responsible, I think the criminal process will demonstrate that. It would be very nice of me not to make some kind of advance judgment on responsibility. I think that only the judicial process will demonstrate this", he stated.

Celina claims that she inherited a hole in the public accounts, in addition to the BRB crisis - which bought "bad bonds" from Banco Master and was negotiating the purchase of the financial institution that belonged to Daniel Vorcaro, arrested in March for the second time for financial fraud.

Recently, former governor Ibaneis signaled a break with Celina's political group, alleging "disappointment" with the actions of the current manager and the need to realign the forces that governed the Federal District. The MDB, Ibaneis' party, may launch its own candidate for government to compete with Celina Leão.

At the time, the governor countered the criticism by saying that "succession would never be submission". This was repeated this Friday in an interview with CNN Brasil. "I have my own way of governing, a very different way of governing, very close to people, I think this is personality, everyone has a personality, right?"

Agreement to save BRB
The Union and the Government of the Federal District reached an agreement on Thursday (28) to facilitate a credit operation for BRB, amid the liquidity crisis following the attempt to purchase the liquidated Banco Master.

The negotiations began on Tuesday (26), during a conciliation hearing led by minister Luiz Fux. The proposal provides for a loan to the DF government with resources from the FGC (Credit Guarantee Fund), guaranteed by a syndicate of public and private banks.

The agreement creates the conditions for the Federal District government to carry out an operation to capitalize the BRB of up to 16% of the Federal District's current net revenue, which amounts to around R$6.5 billion. The regional bank needs capitalization of R$6.6 billion to improve its financial health indexes.

The GDF informed that the loan will be for 15 years, with a two-year grace period. The counter-guarantee will be granted by S1 banks, which are large financial institutions whose size is equal to or greater than 10% of GDP (Gross Domestic Product). There will be no transfer of federal resources or guarantees from the Union.

In addition, the regional government committed to adopting fiscal adjustment measures with a view to leading the entity towards a path of fiscal balance. Currently, the fiscal situation of the Federal District gives it a C grade in CAPAG (Payment Capacity), an indicator from the National Treasury.
