Government launches Tela Brasil, free streaming of national films
The Federal Government launches this Saturday (30) Tela Brasil, a public streaming platform developed by the Federal University of Alagoas (Ufal) that will bring together 561 Brazilian audiovisual productions for free access. The service will operate without advertisements, without monthly fees and can be accessed by any citizen with a Gov.br account.
The initial catalog will have Brazilian feature films, shorts, medium-length films and television films, including 19 productions nominated by Brazil for an Oscar. The works are financed by the Audiovisual Sector Fund (FSA) and are also part of the collections of the Cinemateca Brasileira, Centro Técnico Audiovisual (CTAv), Funarte and Fundação Palmares.
The platform will be launched during Rio2C, a creativity and innovation event held in Rio de Janeiro, with the expected presence of President Luiz Inácio Lula da Silva.
At first, Tela Brasil will only be available in the web version, at the address telabrasil.cultura.gov.br. According to the Ministry of Culture (MinC), versions for cell phones, Smart TV and offline resources should be launched in the future.
According to the federal government, Tela Brasil will function as a cultural public policy to expand access to national audiovisual productions.

National development
The platform was developed by the Federal University of Alagoas (Ufal), through the Center for Excellence in Social Technologies (NEES), without the participation of private companies. The project mobilized around 80 members, including researchers, developers, technicians, students and scholarship holders from public institutions from various regions of the country.
"The platform democratizes access to states and cities without cinemas and outside the South and Southeast axes. Films that would be difficult to reach commercial streaming, such as shorts and documentaries, can be consumed by society", said to g1 the vice-coordinator of the Tela Brasil project and professor at Ufal, Luciana Santa Rita.
According to Luciana Santa Rita, the development of the platform also demonstrates the technological capacity of Brazilian public universities.

"The development of Tela Brasil by Ufal and NEES is a practical example of how Brazilian public universities can act at the technological forefront. The project reaffirms the academic protagonism of federal higher education institutions, proving that they are capable of delivering high-quality products. complexity and scalable for millions of users", she said.
The professor also highlighted that the platform's own development avoids technological dependence on foreign private companies.
"By assuming the full development of the platform, the Brazilian State promotes a significant saving of resources, maintaining ownership of the source code and the project's intelligence", she stated.
"Tela Brasil was born as a public policy aimed at the free dissemination of Brazilian audiovisual, bringing together national productions financed with public resources and collections from federal cultural institutions", stated the project coordinator at NEES and professor at Ufal, Thiago Cordeiro.
Access profiles
At the launch this Saturday, only the Citizen Profile will be available, aimed at individual access by anyone with a Gov.br account.
The platform will also have, in the future, the Targeted Profile, aimed at schools, film clubs and non-commercial exhibition spaces, such as cultural centers, socio-educational units, prison units, public libraries, Culture Points and other points of diffusion.
This profile will have specific functionalities, such as pedagogical curation, creation of playlists and scheduling of collective sessions. According to the project, the proposal is also to comply with Law 13,006/2014, which provides for the screening of national films in basic education schools.
Accessibility and data protection
Tela Brasil will be launched with audiovisual accessibility resources. Of the 561 works included in the initial catalogue, more than 300 already have audio description, descriptive subtitling and translation into Brazilian Sign Language (Libras). 2.2 AA.
According to the project, Tela Brasil will not have advertising, subscription charges or behavioral data tracking for commercial purposes. Data processing will follow the rules of the General Data Protection Law (LGPD), using only the information necessary for the operation of the public service.
