TCU creates an incentive that can increase civil servants' salaries by up to 15%; understand

The Federal Audit Court (TCU) created a bonus for civil servants who occupy management, leadership and advisory roles and perform activities classified as highly complex technical, supervisory and institutional management.
The additional payment could increase the remuneration of these employees by up to 15%.
In a note, the TCU stated that the bonus will reach a "restricted number of employees" and that the financial impact of the measure is compatible with the budget allocations approved for the body. The Court did not detail, however, how many employees will be covered.
The measure was formalized in an act published in the court's internal bulletin this Thursday (11), signed by the president of the TCU, minister Vital do Rêgo, and by the vice-president, minister Jorge Oliveira.

According to the TCU, the bonus was established along the same lines as measures implemented by the Superior Court of Justice (STJ), the Superior Labor Court (TST) and the Federal Justice Council (CJF).

In justifying the creation of the Bonus for Performance of Highly Complex Technical, Supervision and Institutional Management (GAAC), the ministers state that the court deals with a high volume of work and that it receives, in on average, around 6,000 cases per year and assesses approximately 80,000 personnel acts for registration purposes each year.
According to the ordinance, the court monitors, annually, around R$16.4 trillion from an equity perspective, which considers assets, rights and obligations, and R$7 trillion from a budgetary perspective, related to revenues collected and expenses incurred.
"The GAAC is strictly compensatory in nature and will not integrate salary or remuneration of the effective position, nor will it form the basis of calculation for social security purposes or for the calculation of any other additional benefits and bonuses", says an excerpt from the ordinance.
"The TCU also clarifies that the institution of the bonus results from an administrative act issued in the exercise of its constitutional competence and in line with practices recently adopted by other top bodies of the Justice system", the court concluded in a note.
