States have 30 days to adjust fire plans, STF decides

The STF (Supreme Federal Court) gave 30 days for states in the Legal Amazon and Pantanal to correct and resubmit action plans aimed at preventing forest fires and environmental inspection.

The decision was taken as part of an action that accompanies measures to combat deforestation and fires. Rapporteur Flávio Dino pointed out structural flaws in the documents sent by state governments, such as lack of defined budget, reduced teams and lack of clear goals for carrying out actions.

The only state that had the plan fully approved was Mato Grosso. Acre, Amazonas, Amapá, Maranhão and Mato Grosso do Sul will have to make adjustments.

One of the STF's main charges involves the delay in analyzing the Rural Environmental Registry, known as CAR. Registration is considered essential for the environmental regularization of rural properties and for the control of areas with signs of deforestation or illegal burning.

According to Dino's decision, the manual verification adopted by most states is insufficient to deal with the volume of pending registrations.

In Maranhão, for example, the Supreme Court pointed out that more than 90% of the base is still awaiting analysis. The state reported having only two permanent employees dedicated to the task. Similar problems were identified in Amapá and Amazonas.

To speed up analysis, the STF required states to incorporate automated analysis mechanisms into their plans. The tool crosses information declared by rural landowners with satellite images and other databases, such as hydrography, relief and land use maps.

It will be up to the federal government, within 20 days, to explain the situation of the databases used for the automated analysis of the CAR. The Union must inform which bases are available to the states, whether they have sufficient resolution and what measures will be adopted to correct any flaws.
