Progress towards the end of the 6×1 depends on Alcolumbre and Lula will act by approval

The PEC that proposes the end of the 6×1 scale was approved in the Chamber of Deputies and now depends on the president of the Senate, Davi Alcolumbre (União-AP), to move forward. The text was approved, on Wednesday night (27), by 472 votes to 22 in the first round and 461 to 19 votes in the second round. The proposal now goes to senators for analysis.

The agility of processing in the Senate, however, still requires relaxation in the relationship between the Executive and the Legislative. To achieve this, President Luiz Inácio Lula da Silva (PT) must begin to unlock the relationship with the head of the Casa Alta.

After the text was approved in the Chamber, Lula took to social media to celebrate what he called a "historic achievement". In the publication, he thanked the president of the Chamber, Hugo Motta (Republicanos-PB) and said that the government will work "intensely" for the Senate to approve the text.

To begin processing in the Senate, the PEC needs to be guided by Alcolumbre. The senator is going through a moment of tension with Planalto after the historic rejection of the nomination of the Union's attorney general, Jorge Messias, to the STF (Supreme Federal Court) in April. Lula and Davi stopped speaking, but in Planalto's assessment, an agenda such as the end of the 6×1 scale will require an effort from the PT member to resume institutional relations.

The Minister of Labor, Luiz Marinho, reinforced that Lula will make this move to seek out Alcolumbre to renew the relationship between "two friends who haven't spoken to each other for a few months."

"The Senate will also have the wisdom to listen to the cry of Brazilian society. Let's talk to Davi and I'm sure that sensitivity will convince the senator", he said.

The tendency is for the meeting to take place between Thursday (28) and Friday (29), as CNN showed. The two must discuss the format of the proposal in the Senate and, mainly, the speed of voting. Lula will reinforce Planalto's demand to keep the wording as similar as possible to what was approved in the Chamber and approve the text before this year's elections.

Points under negotiation
The main clash between the government and opposition in the Chamber took place over the transition period. The opposition even asked for 10 years for the working day to drop to 40 hours a week. The proposal was rejected and withdrawn by the right-wing parties themselves.

The PEC approved by the Chamber also establishes a 14-month transition to reduce the working day from 44 hours to 40 hours per week in two stages with a reduction of two hours each, without reducing wages. The first will be done 60 days after the text is promulgated. The second will be done 12 months later, totaling 14 months after the promulgation of the new amendment.

The president of the Senate has signaled to allies that he will not make voting difficult. He, however, is under pressure from businesspeople to delay consideration of the text. Representatives of the Brazilian business community had a meeting this Tuesday (26) with Alcolumbre to ask for more time to analyze the PEC. The businesspeople were against the advancement of the proposal in Congress and said that the discussion cannot take place during an electoral period.

Lula counts, however, on the popularity of the proposal. Support for the end of the 6×1 scale reached 71% of the population in March, according to a survey by the Datafolha Institute. Another 27% stated that the maximum number of working days should not be reduced, while 3% had no opinion.

This popular support was expressed in the vote in the Chamber plenary. The PEC was approved with a large majority - more than 460 votes in both rounds of voting.

Government deputies left the vote saying that this entire scenario places a responsibility on the Senate to approve the text in the first half of the year. The parliamentary recess is scheduled to begin on July 18. The government's perspective is, until then, to vote on the text in two rounds in the Upper House and ratify the proposal that will be used as the main electoral banner.
