Planalto sees a show of force to pressure the Senate to end the 6×1

In view of the largely favorable result in the Chamber of Deputies, Palácio do Planalto sees a demonstration of strength from the government and the proposal itself on the end of the 6x1 labor scale to move the text forward in the Senate quickly.

The PEC (proposed amendment to the Constitution) that implements the 5×2 scale and reduces the working day from 44 hours to 40 hours per week was approved in two shifts on Wednesday night (27) in the Chamber plenary. The score for the first round was 472 to 22 votes. The second one was 461 to 19. Now, the text goes to the Senate.

For the government, the broad and comfortable scores will also serve as a way of pressuring the senators to approve the proposal as ratified by the Chamber - therefore, without changes or with fewer changes in its content.

The results were even better than what was expected by the government officials themselves, who previously said there would be between 390 and 450 votes in favor.

Ministers José Guimarães (Institutional Relations) and Guilherme Boulos (General Secretariat of the Presidency) were present in the Chamber throughout the day for discussions until the end of the analysis of the proposal.

Over the last few weeks, with the participation of President Luiz Inácio Lula da Silva (PT), they managed to reach a solid agreement with the President of the House, Hugo Motta (Republicanos-PB), and the centrão.

The opposition and a few centrist deputies found themselves alone in more scathing criticism of the text - so much so that the majority of PL parliamentarians voted in favor of the proposal on Wednesday night.

Planalto wants the Senate to approve the proposal by the end of July, before the parliamentary recess, and in time for workers to feel the effect of the changes in the October elections.

Leaders of the center in the Chamber believe that it is almost certain that the senators will make some change to the text. In this case, depending on the changes, the proposal would still have to return for a final analysis by the Chamber.

The PL in the Senate is already working to lengthen the processing of the proposal, making it pass through more than one thematic committee before reaching the plenary, for example.

According to the text approved in the Chamber, changes to working hours and work schedules will begin 60 days after the proposal is enacted in Congress and will take at least 14 months to be fully implemented.
