In a letter sent to Minister André Mendonça, the Federal Police stated that the decision to change the internal division responsible for investigations into the INSS was a "bureaucratic" issue, which resulted in the departure of delegate Guilherme Figueiredo Silva from coordinating the case.

The statement was given in response to the magistrate, who is the rapporteur of the investigation that targets, among other names, Fábio Luís Lula da Silva, known as Lulinha, son of President Luiz Inácio Lula da Silva.

The letter was sent at the beginning of the month. Then, on the 15th, the magistrate received members of the PF to understand the changes promoted by the corporation.

The opposition has exploited the exchange and accused the police of trying to shield the son of the Chief Executive.

The police, however, claim that they only changed the investigation from the Social Security Crimes Repression Division to the Coordination of Inquiries in Superior Courts (Cinq), responsible for cases involving authorities with privileged jurisdiction

In a note, the PF stated that the change "was designed to ensure greater efficiency and continuity in investigations, since Cinq has a permanent structure focused precisely on conducting sensitive and complex operations that are processed before the STF (Supreme Federal Court).

The change, however, led to the departure of Silva as coordinator of the investigations, which, in Mendonça's view, according to interlocutors interviewed by CNN, had no reason to occur.

It was this internal division that was responsible for asking Lulinha to break confidentiality. It was this coordination that also negotiated the plea bargain for businessman Mauricio Camisotti. The proposal was sent to the STF, but had to be redone from scratch, with the participation of the PGR (Attorney General's Office).
