PF says that Vorcaro sent bills to Ciro Nogueira
The PF (Federal Police) stated in a preliminary investigation report that messages and documents seized in the investigation into Daniel Vorcaro, owner of Banco Master, point to joint action with senator Ciro Nogueira (PP-PI) on bills of interest to the banker, in a relationship marked by the "convergence of illicit interests" and mutual benefit.
According to the PF report, conversations from November 2023 show that Vorcaro ordered the removal of envelopes from the senator's residence that allegedly contained drafts of legislative projects.
The documents would have been taken to an office indicated by the banker for review and, later, delivered to an advisor assigned to Ciro's office in the Senate.
For researchers, the dynamics reveal an "unusual" performance in the legislative process. According to the PF, bills of interest to an individual were removed from a senator's house, sent for analysis outside Congress and then returned to the parliamentary office through third parties.
The report also highlights that Vorcaro would have taken care to avoid directly associating the documents with the senator or the Master Bank.
Among the precautions highlighted is the guidance that the driver responsible for the delivery should not link the transport of the material to the parliamentarian and that the envelopes should not make reference to the financial institution.
Some of the projects mentioned by the investigation are the one that created Paten (Energy Transition Acceleration Program), authored by deputy Arnaldo Jardim (Cidadania-SP), and the one that established the SBCE (Brazilian Greenhouse Gas Emissions Trading System), presented by senator Chiquinho Feitosa.
The PF also maintains that the messages reveal a high degree of proximity between Vorcaro and Ciro Nogueira. Investigators cite conversations with expressions such as "miss you", "how are you, my friend?" and "I want to see you", as well as records of frequent meetings, international trips and meetings in private environments.
In one of the excerpts highlighted by the corporation, Vorcaro describes Ciro Nogueira to his then girlfriend as "one of my great friends in life".
For the Federal Police, however, friendship was not limited to the personal level. The report states that the link would have a "functional and instrumental" character, structured around common interests.
According to investigators, Ciro Nogueira would act to defend the banker's interests in the Senate, while Vorcaro would offer undue advantages, such as periodic payments, acquisition of shareholdings at a discount and funding for high-end international trips.
"Such a bond of friendship transcends the mere personal relationship, revealing itself, in fact, to be a functional and instrumental relationship, structured based on the convergence of illicit interests and guided by the mutual benefit extracted by each of those involved", states the PF.
According to the report, Ciro had a "direct economic benefit" of at least R$468,000 in trips and dinners in four countries paid for by former banker Daniel Vorcaro.
The document was sent to Minister André Mendonça, rapporteur of the investigation into the Vorcaro and Banco Master frauds, on March 20 of this year. The senator was the target of a search and seizure by the PF in early May.
The information was made public this Tuesday (16) by minister André Mendonça, shortly after minister Gilmar Mendes scheduled the trial on the arrest of Henrique and Felipe Vorcaro, Daniel's father and cousin, respectively.
Gilmar had requested a review and, when the analysis of the case began, Mendonça kept the entire investigation confidential.
