PF report exposes Vorcaro's articulation and influence in the political environment
Determined by Minister André Mendonça, of the STF (Supreme Federal Court), the breach of confidentiality in part of the PF (Federal Police) investigation against Daniel Vorcaro's group highlighted the personal and economic connections of the owner of the former Banco Master with the political class. There is evidence that demonstrates the depth of the former banker's influence, ranging from paying for trips to European destinations for parliamentarians to privileged information coming from high-ranking public officials.
According to PF reports, Daniel Vorcaro's most direct relationship with a politician would have occurred with senator Ciro Nogueira (PP-PI). The investigation indicated that the parliamentarian had a "direct economic benefit" of at least R$468,000 in trips and dinners in four countries paid for by the former banker. The businessman would also have made monthly transfers of at least R$300,000 over approximately 20 months, totaling at least R$6 million.
A notable example occurred in Courchevel, in the French Alps, on January 21 and 22, 2025. Master's then controller would have paid R$ 122,112.00 in the senator's expenses in two restaurants that overlook the mountains. There would also be funds to pay for accommodation and food in New York and Paris.
According to researchers, the total amount does not take into account expenses on private flights, carried out on at least three occasions on international trips to and from Brazil, as well as on two occasions on internal flights in the United States.
"Such a bond of friendship transcends the mere personal relationship, revealing, in fact, a functional and instrumental relationship, structured from the convergence of illicit interests and guided by the mutual benefit extracted by each of those involved", maintains the Federal Police.
The situation would not be restricted to the parliamentarian's outings. The PF states, in a preliminary investigation report, that Vorcaro worked together with Ciro Nogueira on bills of interest to the banker, in a relationship marked by the "convergence of illicit interests" and mutual benefit.

Conversations from November 2023 show that Vorcaro ordered the removal of envelopes from the senator's residence that allegedly contained drafts of legislative projects. The documents would have been taken to an office indicated by the banker for review and, later, handed over to an advisor assigned to the politician's office.
CNN sought expressions in defense of Ciro Nogueira. There was no response until the publication of this article. The space remains open.
Event in Lisbon
In addition, conversations found by the PF on Daniel Vorcaro's cell phone show that he requested reservations from the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), and senator Ciro Nogueira, in a hotel in Lisbon, Portugal, in June 2024, for a meeting with politicians in the Portuguese city.
According to investigations, the former owner of Banco Master sent a message to Léo Serrano, identified as one of the intermediaries in Vorcaro's operations, on June 18 of that year. He requests a room for himself, in addition to "Ciro" and "Hugo". The PF claims that the names mentioned refer, in fact, to parliamentarians.
Days later, Serrano responds to the demand and says: "Ciro and Hugo each have a JR. Suite". The room would have been booked at the Four Seasons hotel, according to investigations.
The intermediary then asks if the former banker had access to what he called a "list of men". Vorcaro then goes over a list of names and adds that the other guests would be informed later. "The list presented by Daniel Bueno Vorcaro demonstrates that the references to 'Ciro and Hugo', for which room reservations were requested, refer to Ciro Nogueira and Hugo Motta", states the PF.
On Tuesday afternoon (16), the president of the Chamber of Deputies spoke about the matter in a speech to the press. Motta said that he participated in a "corporate event" and that he has "a lot of peace of mind".
"I didn't see any problems because it's a corporate event, I participated this year as president of the Chamber. Everything is being investigated. I've always been in favor of transparency and investigations will take place", declared the deputy.
Influence on the BC
The investigation shows that Vorcaro's influence managed to reach the BC (Central Bank), where he learned of a confidential meeting between the Federal Police and the BC about the investigations involving Banco Master.
Vorcaro also knew in which court the Master's irregularities would initially be judged - before the case was transferred to the STF - and the name of the judge responsible for the case until then. When questioned at a hearing determined by the Supreme Court, in December last year, about how he obtained such information, he only replied that he found out after it was published in the press.
However, according to a PF investigation, it was the former banker himself who leaked the information to a journalist. In prints published in the petition, the reporter had received money from Vorcaro to publish information of interest to the then banker.
In addition, messages indicate that a former BC director warned the owner of Banco Master about the market's negative reaction to the so-called "Master amendment". Presented by senator Ciro Nogueira, the proposal envisaged increasing the FGC (Credit Guarantee Fund) coverage limit from R$250,000 to R$1 million, a measure that would favor Banco Master's business model.
Attempt to activate PF and PGR
The preliminary report from the police corporation indicates that the former banker sought contact with the directors of the PF (Federal Police), Andrei Rodrigues, and the PGR (Attorney General's Office), Paulo Gonet, shortly before his arrest.
According to the piece, shortly before his first arrest, in November 2025, Vorcaro asked an interlocutor to reinforce with the directors so that the corporations' subordinates did not commit "any dirty tricks", otherwise "everything would go to hell".
The content obtained by the investigation was in the former banker's notebook and the interlocutor's identity was not revealed.
According to the note found on Daniel Vorcaro's cell phone, he received confidential information from friends within the Central Bank who "were concerned" about the pressure exerted by the Federal Police and the Public Ministry against the BC, before the launch of Operation Compliance Zero.
The former banker had maintained a mapping since July 2025 of all investigations that could involve fraud at the now liquidated Banco Master. It was through this illegal means that Vorcaro had access to the initial documents that resulted in Operation Compliance Zero, back in November last year, when he was arrested for the first time.
The former banker was released days later. Based on the contextualization of those involved, Vorcaro began monitoring authorities to try to influence public agents in his favor.
