The Federal Police report, forwarded to the STF (Supreme Federal Court) as part of the investigations into Banco Master, points out that the animal game operator Manoel Mendes Rodrigues, linked to the Vorcaro family, acted to facilitate payments and asset transfers to the family of Luiz Phillipi Machado de Moraes Mourão, known as "Sicário", after his death.

According to the document, the objective was to prevent his relatives from collaborating with the investigations and handing over to the police materials considered compromising for those being investigated.

According to the PF, Joana Machado de Moraes Mourão, Sicário's sister, claimed to have access to the content stored in her brother's iCloud and said she had enough information to "overturn" any award-winning collaboration agreements signed by members of the investigated group.

As a result, the police maintain that the bicheiro began to act to prevent her from passing on this material to the authorities.

The conversations analyzed show that Joana reported financial difficulties and demanded answers from Henrique Vorcaro, father of former banker Daniel Vorcaro. In one of the messages, she stated that she was desperate in the face of debts and installments coming due, while complaining that "HV doesn't respond to anything."

In another dialogue, recorded in April this year, Joana stated that she had "material to end the entire family" and threatened to expose members of the group under investigation. Investigators highlight that she also declared that she was capable of compromising a possible denunciation of Daniel Vorcaro's family members.

In the face of complaints and threats, Manoel Mendes Rodrigues suggested face-to-face meetings with Joana and her mother, Denise Maria Machado. The PF identified a meeting held on April 28, after which Joana thanked Manoel and another interlocutor identified as André.

On the same night, Manoel informed Henrique Vorcaro that he was talking to Sicário's mother to transfer assets related to "our friend" to her name, as a way of resolving the issue.

Investigations also show that, days later, businesspeople linked to the group began requesting registration data from family members to draw up contracts. In intercepted messages, the Jogo do Bicho operator forwarded information from Joana Mourão's company and discussed the formalization of documents related to the deceased.

According to the PF, the negotiations were intended to ensure financial transfers and contain Joana's willingness to collaborate with the authorities. In one of the excerpts of the report, the investigators state that Manoel acted "actively" to make resources available for Sicário's mother and sister, seeking to end the situation of financial difficulties they faced and, consequently, prevent Joana from cooperating with the investigations.

The document also records that Joana continued to pressure those under investigation even after the meetings.

In messages sent in May, she stated that Henrique Vorcaro would be the next target of her complaints and threatened to forward information to the press.

Investigators point out that payments and negotiations may constitute, in addition to an attempt to obstruct investigations, possible money laundering. The suspicion is that resources obtained by Sicário in criminal activities attributed to the group were later directed to his mother and sister through the treatments identified by the investigation.
