The PF (Federal Police) and the PGR (Attorney General's Office) must decide this week whether to continue negotiations for an award-winning collaboration agreement with businessman Daniel Vorcaro, former controller of Banco Master.

The new proposal presented by the ex-banker's defense is being analyzed by investigators and members of the PGR, who are evaluating whether the material brings together enough elements to justify moving forward with negotiations. As CNN Brasil showed, the expectation among people close to Vorcaro is that the reformulated version will overcome the resistance that led to the rejection of the first attempt at an agreement.

Delegates involved in the investigation indicate that the document now includes more names, dates, details and additional annexes. The material also delves into reports about the businessman's relationship with authorities from the Three Powers and political leaders.

As CNN showed, the new version mentions members of the Congress leadership, ministers from the Lula government, opposition leaders and a minister from the STF (Supreme Federal Court).

Despite this, researchers state that the material will still undergo a detailed analysis to verify the existence of evidence that supports the reports presented and to identify any omissions.

The concern arises from the first proposal presented by Vorcaro, which was rejected by the PF and received criticism from the PGR for not providing information considered relevant to the advancement of investigations.

In the investigators' assessment, the collaboration will also need to present unprecedented facts capable of expanding the scope of what has already been determined from the investigations and analysis of the cell phones seized from the businessman.

Another factor considered relevant is Vorcaro's willingness to return resources. Members of the investigation believe that a possible collaboration agreement will be difficult to advance without a commitment to reimburse significant amounts. Investigators mention figures that could reach R$60 billion.

If the PF and PGR consider that there are sufficient elements to continue with the negotiations, Vorcaro may be called to give new statements, clarify points of the proposal and present documents that prove the information provided.

Even if there is consensus between investigators and prosecutors, a possible agreement will still need to be approved by Minister André Mendonça, of the STF, rapporteur of the investigations related to Banco Master in the Court.
