PCC and CV terrorists: What are the consequences of the US classification?

The PCC (First Capital Command) and the CV (Red Command) were classified as terrorists by the United States.

According to a statement published this Thursday (28), the two criminal groups will be classified as "Specially Designated Global Terrorists" and "Foreign Terrorist Organizations".

Both classifications generate asset freezes, but they have some differences. Understand what happens below.

Specially Designated Global Terrorists
With the classification of "Specially Designated Global Terrorists," all property and "interest in property" of individuals or entities in or entering the U.S., or in the possession or control of U.S. persons, is blocked.

Any transaction or dealing by U.S. persons or within the United States in blocked goods or "interests in goods" is prohibited, including, without limitation, making or receiving any contribution of funds, goods or services to or for the benefit of classified individuals or entities.

If there is an attempt to violate these orders, civil and criminal penalties may be applied.

Foreign Terrorist Organizations
With the classification of a Foreign Terrorist Organization, it becomes illegal for a person in the United States or "subject to U.S. jurisdiction" to knowingly provide material support or resources to the designated group.

In addition, foreign members or "representatives" of a Foreign Terrorist Organization are prohibited from entering the United States and, under "certain circumstances," may be deported.

U.S. financial institutions that become aware that they control funds in which a terrorist organization "or its agent has an interest" must maintain possession or control of the funds and report them to the U.S. Treasury Department's Office of Foreign Assets Control."

According to the US government, the term "material support or resources" refers to "any property, tangible or intangible, or service", including:

- currency or monetary instruments or financial securities;
- financial services;
- accommodation;
- training;
- expert advice or assistance;
- safe houses;
- false documentation or identification;
- communications equipment;
- facilities;
- weapons;
- lethal substances;
- explosives;
- personnel (1 or more individuals who may or may include themselves);
- and transportation.

The only exception within these points concerns medicines and religious materials.

According to the US State Department, the measure:

- Supports our efforts to curb the financing of terrorism and encourage other nations to do the same;
- Stigmatizes and isolates designated terrorist organizations internationally;
- Prevents donations or contributions to and economic transactions with the named organizations;
- Increases public awareness and knowledge about terrorist organizations. Signals to other governments our concern about the named organizations.
