In a press conference this Wednesday morning (17), senator and former president of the House Rodrigo Pacheco (PSB-MG) stated that he should not accept the PEC (Constitutional Amendment Proposal) report due to the end of the 6×1 scale.

"There are several senators interested in reporting on this proposal. I am not on that list of those who asked for the report. I will not be the rapporteur on this matter", said Pacheco.

As CNN Brasil showed last week, Pacheco would be the name defended by the president of the Senate, Davi Alcolumbre (União-AP) to report the proposal.

According to the Senate president's interlocutors, the choice of Pacheco to sponsor the project in the House is part of Davi Alcolumbre's strategy. The assessment is that the measure would create a type of condition for the Palácio do Planalto to start talking to the president of the Senate about the proposal, since, to date, the government has not opened space for conversations with Alcolumbre regarding the matter.

As Pacheco is a figure close to the President of the Republic, it would be a way of forcing the conversation to happen. However, the senator preferred not to accept the invitation, according to him, as he had already reported on many important matters and had "several projects approved" in the House.

According to Pacheco, it would be important to give another senator space to report the matter and have "control of the agenda" for themselves.

The senator was President Lula's number 1 plan to run in the election for governor of Minas Gerais, but he decided to end his political life at the end of his term in the Senate this year.

Public Security PEC
After declaring that he would not accept reporting on the proposal to end the 6×1 in the Senate, Pacheco confirmed that he received Alcolumbre's invitation to report on the Public Security PEC.

"What happened, on the part of President Alcolumbre, was a consideration for me about the Security PEC. If I could contribute", he said.

According to him, the rapporteurship is not yet certain, as other senators are also interested in the agenda.

The senator declared that he has no personal interest in reporting the matter, but would not refuse the Senate president's invitation.

In May, President Lula (PT) appealed to the President of the Senate to guide the vote on the Public Security PEC, sent more than a year ago by Planalto to Congress. The text has been stuck in the Upper House for at least three months, when it was approved in the Chamber.

PEC 8 of 2025 is one of the main objectives of the federal government in the National Congress, aiming to combat organized crime as one of the assets with popular appeal for the October elections.
