ONS says capacity auction did not resolve system stability

The Planning Director of the National Electric System Operator (ONS), Alexandre Zucarato, stated this Wednesday (4) that the Capacity Reserve Auctions (LRCap) held this year played a relevant role in the country's energy security, but were not sufficient to solve all the operational challenges faced by the Brazilian electrical system.

During participation in Enase (National Meeting of the Electrical Sector), Zucarato highlighted that the growing participation of renewable sources has increased the complexity of the operation, especially in periods of transition between solar generation and peak consumption.

"The duck curve is fatter and 'neckier'. And LRCap did not solve the entire system stability problem", he stated.

The so-called "duck curve" is a phenomenon associated with the growth of solar generation. During the day, photovoltaic production reduces the demand met by other sources, but, in the late afternoon and early evening, when solar generation drops rapidly, the system needs to increase the energy supply in a short period of time to meet consumption.

The capacity auction contracted around 19.5 GW of power in contracts of up to 15 years. The event has been the subject of controversy since before it took place, due to the increase in ceiling prices on the eve of the dispute, the low discounts observed on part of the products and the questions presented by entities in the sector, the Federal Public Ministry and the Federal Audit Court (TCU). Despite criticism and legal disputes, the results ended up being approved by Aneel.

According to Zucarato, this behavior has intensified in recent years and increases the challenges for the operation of the SIN (National Interconnected System).

In this context, the director stated that the future battery auction should contribute to increasing electrical stability and providing greater flexibility to the system. "The battery auction comes to add value and provide more stability," he said.

The Ministry of Mines and Energy recently published guidelines for the country's first storage systems auction, scheduled for December. The objective is to hire resources capable of storing energy in times of surplus generation and returning it to the system in periods of greatest need.

"The electrical matrix requires new assets to reduce the difficulty of meeting the system's needs", he said, referring to the system using different technologies to meet the load.

Reservoirs
Zucarato also stated that the storage levels of hydroelectric reservoirs currently present conditions similar to those observed in 2025. The difference, according to him, lies precisely in the evolution of the profile of demand and renewable generation.

According to the director, the growth of the "duck curve" has increased the challenges related to meeting the peak load and the speed at which the system needs to increase generation to keep up with the increase in consumption at critical times.
