Minister of Finance says the government will propose increasing the MEI limit and hiring one more employee
The Minister of Finance, Dario Durigan, stated this Wednesday (17) that the government will propose increasing the limits for individual micro-entrepreneurs. However, he did not mention values.
During a public hearing in the Committees on Agriculture, Livestock, Supply and Rural Development and Finance and Taxation of the Chamber of Deputies, he said that it will also be proposed that micro-entrepreneurs can hire one more employee.
"We are going to increase the MEI limit together with the National Congress, in response to a request that has been made. The MEI will have the limit increased and will be able to hire one more employee", said Durigan, in the Chamber of Deputies.
Under current rules, micro-entrepreneurs can hire up to one employee, and must have an annual turnover of up to R$81 thousand.
Bill 108, of 2021, which has already been approved by the Senate and is now being analyzed in the Chamber, proposes increasing the MEI limit from R$81 thousand to up to R$130 thousand per year, also allowing the hiring of one more employee.
This project, however, was listed by the economic team among the so-called "bomb agendas", that is, bills or a Legislative matter that creates high-value expenses, putting pressure on public coffers, or reducing revenue.
This would be the main bomb agenda cited by the federal government, with the impact of a loss of R$50 billion per year in federal revenue, out of a total of R$111 billion in nine projects.
Other countries
In 2022, auditor Fernando Mombelli, from the Federal Revenue, stated in the Chamber of Deputies that the correction of the Simples limits, as proposed, would lead to an increase in revenue waivers by R$ 66 billion.
Mombelli also cited the example of other countries with favored regimes for micro and small companies and their limits.
Brazil = US$ 1 million; almost R$ 5 million;
Canada = US$ 22.5 thousand;
Israel = US$ 26.5 thousand;
Portugal = US$ 11 thousand;
South Korea = US$ 48 thousand and
United Kingdom = US$ 104 thousand.
Studies indicate that the tax relief offered to individual microentrepreneurs as an important source of imbalance in Brazilian public accounts - which has had consecutive breaks, with the exception of 2022 (due to legal changes), since 2014.
