Mendonça will decide Vorcaro's fate after PGR rejects second plea

Minister André Mendonça, of the STF (Supreme Federal Court), is expected to decide in the coming days the prison fate of former banker Daniel Vorcaro. The definition comes after the PGR (Attorney General's Office) rejected the second award-winning collaboration proposal presented by the businessman's defense.

Rapporteur of the Banco Master case at the Supreme Court, Mendonça conditioned Vorcaro's stay in a special cell at the PF Superintendence (Federal Police), in Brasília, to negotiations for a possible plea bargain. With the end of negotiations, the expectation is that the former banker will be transferred to a common prison unit, possibly the Papuda Penitentiary Complex.

As CNN Brasil showed, interlocutors following the case state that the transfer should not occur automatically, but is considered a natural consequence of the end of negotiations. Furthermore, on the same day that it rejected the new attempt at denunciation, the PGR also spoke out against the domicile for the former banker.

Vorcaro has been arrested since March 4th as part of Operation Compliance Zero, which investigates suspicions of financial fraud involving Master.

Why the proposal was rejected
The PGR's demonstration followed the understanding of the Federal Police, which had already rejected the new material proposed by Vorcaro last week.

In the assessment of investigators and prosecutors, the information presented by the former banker did not bring together sufficient elements to justify the benefits provided for in a plea bargain agreement.

In an attempt to resume negotiations, the defense presented a new version of the proposal between June 1st and 2nd. The material expanded the scope of collaboration and included reports on the businessman's relationship with authorities from the Three Powers.

Among the points mentioned were the financing of the film "Dark Horse" at the request of senator and pre-candidate for Planalto Flávio Bolsonaro (PL-RJ) and transfers of resources to senator Ciro Nogueira (PP-PI).

The first plea bargain proposal had already been rejected by the PF in May. At the time, investigators assessed that the material contained generic reports and omitted information considered relevant that had already been discovered through investigations by the corporation itself. For PGR, the new version did not overcome the weaknesses previously highlighted.

Vorcaro's defense disputes the conclusion of investigators and prosecutors. Lawyers claim that the proposal was reformulated and now brings together new facts and additional information.
