Master: Institute of Flávia Peres, former minister of Bolsonaro, is targeted by the PF

The Terra Firme Institute, chaired by Flávia Peres, former minister of the Government Secretariat of former president Jair Bolsonaro (PL), was the target of the 9th phase of Operation Compliance Zero, authorized this Thursday (18) by the STF (Supreme Federal Court).

The PF (Federal Police) carried out search and seizure warrants at the institution's headquarters, located in Salvador.

According to the decision of Minister André Mendonça, of the STF, the institute appears as a company linked to the nucleus of Augusto Ferreira Lima - former partner of Daniel Vorcaro and preventively arrested in the 1st phase of the operation, carried out in November 2025.

Currently, Augusto Lima is married to Flávia Peres.

In the document, the magistrate states that a secretary linked to Terra Firme had sent a photograph of emporium packaging "containing handwritten notes with inscriptions intended" for Jaques Wagner (government leader in the Senate) and Guilherme Sodré - father of the parliamentarian's stepson and identified by the investigation as "a close and trusted person to Jaques Wagner". In the researchers' assessment, this fact highlights "the transit of high-value gifts between the investigated centers".

In addition, Terra Firme was also cited due to its professional relationship with Andréa Lima Novaes, director of PKL One Participações S.A and cousin of Augusto Lima.

According to the investigation, Andréa appears in Augusto Lima's business structures, "indicating the possible use of a trusted person to exercise formal management under the factual control of a third party."

Andréa's relationship with the Flávia Institute reinforces "the need to obtain documents and records that clarify the role of the legal entity in the set of business, financial and operational relationships linked" to Augusto Lima, the judge wrote in the document.
