Lula launches credit line for the purchase of motorcycles and electric bicycles by app delivery people; see rules

President Luiz Inácio Lula da Silva (PT) launched this Friday (12), at Palácio do Planalto, a special line of credit for the purchase of motorbikes and electric bicycles by couriers who work via apps.
Among the objectives of the credit line, which will be available from July 13, are the decarbonization and renewal of the fleet of motorbikes and bicycles in circulation.
According to the government, motorcyclists or cyclists who provide individual urban transport services for passengers or cargo may purchase the vehicles. The line will also include CLT drivers.
"The central point is to recognize the importance of these workers, the role that this line has in increasing well-being, recognizing the role of these workers for society. It will lead to increased productivity, renewal and decarbonization. There are, more or less, 1 million workers in this situation", stated Bruno Moretti, Minister of Planning.

To participate, professionals must prove at least:
six months of activity; and
a minimum history of 100 races completed.
The membership process will take place through an official digital portal, available from this Friday, in which the user will authorize the sharing of data to validate their eligibility with institutions, such as Caixa and Banco do Brasil.
According to the government, the following can be financed:
flexible motorcycles - up to 160 cylinders
electric bicycles and self-propelled vehicles - up to 1000 Watts
motorcycles, scooters and electric mopeds - up to 7500 Watts
Each driver will be able to purchase a vehicle through the new financing line.
Rates and deadlines
According to the announcement made by the federal government at Palácio do Planalto, the rate will be:
12.5% per year (0.99% per month) for men;
and 11.5% per year (0.91% per month), for women.
The financing term will be 48 months. The grace period, a period of tolerance granted by the financial institution before the payment of the first installment begins, will be two months.
When presenting the line of credit, the government gave as an example a financial operation of R$ 21 thousand. The installment, in this case, would be R$552.
The resources for the credit line, according to the government, originate from the Social Infrastructure Investment Fund (FIIS).
The Operations Guarantee Fund (FGO), a public fund, will be used to reduce credit risk, with coverage of 50% of the portfolio and 100% of the operation.
To make the program viable, a provisional measure, a decree and a resolution from the FIIS were signed.

The Lula government also announced a line of financing for companies with the aim of expanding the battery exchange service infrastructure and recharging systems for electric motorcycles.
Pre-determined items: batteries, battery exchange stations. And associated working capital, limited to 30% of the value of investments.
This line also provides for a rate of 12.5%, a term of 48 months and a grace period of two months. The limit of the line will be R$ 70 million.
During a ceremony at Palácio do Planalto, the president of Caixa, Carlos Vieira, announced the holding of fairs to negotiate motorcycles.
"On July 13th, we're going to put it on the calendar, we're going to have fairgrounds, places to invite dealers, to hold a fair to participate in, to make agility happen", said Vieira.
