Lula government launches credit line for app delivery people

The government of President Luiz Inácio Lula da Silva (PT) launched this Friday (12) a new line of credit aimed at motorcyclists or cyclists who provide services for applications. The initiative, which is part of the Move Brasil program, benefits drivers and delivery people.

The MP (Provisional Measure) will be published this Friday (12), along with the release of the program's registration portal. From Saturday (13th), credit line contracts will begin.

One of the objectives of the program is to increase productivity and fleet renewal. The released credit line can be used to purchase mopeds, scooters, motorcycles and electric bicycles produced or with an investment project for production in the country. Each worker will be entitled to financing for only one vehicle.

The following categories can participate in the program:

- Professionals registered in applications with at least six months of registration on the platform and at least 100 races completed;

- Professionals under the CLT regime (Consolidation of Labor Laws) with at least 6 months of activity.

In return for the automakers, discounts will be offered on the purchase of vehicles.

The program will be implemented based on resources from the FIIS (Social Infrastructure Investment Fund) and will use information shared by digital platforms such as Uber, 99 and Ifood. In order to join Move Brasil, drivers will still have to undergo analysis by Caixa and Banco do Brasil.

The line of credit to be released will have interest of 12.5% per year for men (0.99% per month), and 11.5% per year for women (0.91% per month). The financing can be paid in up to 48 months (four years) and will have a grace period of two months before the payment of installments begins.

Line for Legal Entities
In addition to credit for delivery drivers, the government also launched a modality aimed at companies, corporations and unions.

This line can be used for pre-determined items, such as batteries and battery changing stations; and for associated working capital, limited to 30% of investments. The objective is to expand the infrastructure of the battery exchange service and recharging systems for electric motorcycles.

The conditions are similar to those of the line for individuals: interest of 12.5%, term of up to 48 months and a grace period of two months.

Since the beginning of his government, President Lula has made nods to the app driver class. The regularization of this class has been one of the PT's agenda in this administration.

In May, the PT member signed an MP creating a line of credit of up to R$30 billion for taxi drivers and app drivers to finance new vehicles with reduced interest rates.
