Former Justice Minister Ricardo Lewandowski said this Monday (1st) that he was against the United States government's decision to classify the PCC (Primeiro Comando da Capital) and the CV (Comando Vermelho) as international terrorist organizations.

For Lewandowski, this raises an alarm in the country's political and legal scenario. The measure, argues the former minister, brings direct risks to national sovereignty and has the potential to drive foreign capital away from Brazil.

The position was defended by Lewandowski during his participation in the Lisbon Forum 2026. The event is organized by the IDP (Brazilian Institute of Education, Development and Research), an educational institution linked to the dean minister of the STF, Gilmar Mendes.

"This could represent an attack on our sovereignty, it weakens sovereignty. And secondly, I am here in the presence of businesspeople from various areas, this could make foreign investments difficult", declared the former minister during the panel.

According to Lewandowski's analysis, the label imposed by the American government is not limited to a diplomatic or public security issue, but in a complex chain of economic and bureaucratic restrictions for the private sector.

In practice, companies operating in Brazil, whether multinationals or Brazilian companies with a global presence, would face a much more rigid and unfavorable business environment.

The former minister also highlighted the concern of the productive sector "to the extent that a country is classified as a country that hosts terrorist organizations, there are a series of restrictions. Companies, both foreign and national, need to create compliance and administrative accounting mechanisms to be able to defend themselves against this phenomenon."

The United States Department of State announced last Thursday (28) that it has classified the CCP and CV "Specially Designated Global Terrorists."

The statement, signed by US Secretary of State Marco Rubio, also states that the US intends to designate the two criminal groups as Foreign Terrorist Organizations from June 5th.
