Joint commission approves MP that allocates part of the bet collection to the PF

A mixed committee of the National Congress approved, this Wednesday (1st), the MP (provisional measure) that changes the Federal Police's financing rules and redefines the allocation of resources from sports betting. The text now goes to the plenary sessions of the Chamber and the Senate.

The MP was signed by the federal government at the beginning of April and came into effect, but it still needs Parliament's approval to become definitive law.

The text changes a 2018 law and adjusts the division of betting revenue. Under the new rule, Funapol (Fund for the Equipment and Operationalization of Core Activities of the Federal Police) will gradually receive part of the revenue from sports betting. The measure predicts that growth will occur as follows: 1% in 2026 and 2% in 2027, until reaching 3% in the following years.

The MP also changes the law that regulates Funapol to expand the fund's sources of revenue, including resources from fixed-odd betting, voluntary transfers from federative entities and national and international donations aimed at combating organized crime.

With the new rule, the government can also increase, in 2026, Funapol's budget by up to R$200 million with resources from the National Treasury.

The measure signed by the government also opens up the possibility of creating future bonuses for extraordinary activities for Federal Police employees, in addition to other careers, such as the Federal Highway Police and the Federal Criminal Police.

Funapol resources can also be used to pay for the health of PF employees. In the report by deputy Aluisio Mendes (Republicanos-MA), agents from the Federal Highway Police and the Federal Penal Police were also included in health coverage, including reimbursement for medical expenses.

The report was approved by the joint committee 12 minutes after the opening of the session. No congressman spoke and the report was unanimously approved.

The discussion about the funding of the PF gained strength with the Public Security PEC, sent by the government last year. The text approved by the Chamber dealt with the blocking, limitation of commitment and financial movement of resources from the FNSP, Funpen and Funapol.
