Itamaraty says it sees 'risk' of the US using 'military force' against Brazil after classifying CV and PCC as terrorists

The Ministry of Foreign Affairs sent a document to the Chamber in which it twice cites the risk of military action by the United States in Brazil after North American authorities classified the Red Command (CV) and the First Capital Command (PCC) as terrorist organizations.
The message is signed by Chancellor Mauro Vieira in response to a request for information from Congressman Evair de Melo (PP-ES) about the measure taken by Donald Trump's government.
In the text, the minister states that there is the possibility of using United States military force against Brazilian territory. The demonstration was registered on July 2 and first published on the Metrópoles portal. g1 also had access to the content of the document this Monday (6).
"The designation can be used for US authorities to apply administrative and judicial measures of a unilateral and extraterritorial nature against Brazilian people, companies or organizations, including against those without direct links with the US or whose connection with the designated groups is indirect or merely involuntary", wrote the chancellor.
"Additionally, such application can occur with a wide degree of discretion, given the breadth of the terms adopted in that country's counterterrorism legislation, with serious possibilities of implications for Brazilian citizens in financial, migratory and criminal terms. Finally, there is the possibility of the use of United States military force in Brazilian territory", added Mauro Vieira.

At another point in the text, the minister once again mentions possible consequences of the US government's measure.
"The aforementioned unilateral classification could be invoked as a justification for extraterritorial actions against Brazilian institutions, particularly in the financial, migratory and criminal spheres. There is, furthermore, the risk of using US military force against the national territory", says the minister.
In June, the US State Department classified the PCC and the Red Command (CV) as terrorist organizations, contrary to the requests of the federal government. The determination opens space for harsher and unilateral actions by the United States, such as sanctions on Brazilian citizens and companies and, as a last resort, direct intervention in the national territory.
The chancellor also states that "there was no formal communication from the United States to Brazil about the intention to designate Brazilian criminal factions as foreign terrorist organizations" and that "the Brazilian government has expressed its opposition to this measure".
"The designation of criminal organizations as terrorists will not bring benefits", says the minister. In this context, Mauro Vieira also states that the measure "represents concrete risks to national sovereignty".
Sanctions
Last week, the Trump administration carried out the first round of economic sanctions against targets suspected of having links with the Brazilian faction after classifying the PCC and the CV as international terrorist groups.
The US announced sanctions against two Brazilians, three companies based in Brazil and a Portuguese company for alleged links with the criminal faction Primeiro Comando da Capital (PCC). The sanctions were formalized by the US Treasury Department.

Companies sanctioned:
Victory Trading Intermediacão De Negocios Cobrancas E Tecnologia Ltda;

Wave Construcoes Inteligentes Ltda;
Avenidas Flutuantes Unipessoal Lda (from Portugal).
With the sanctions, the assets, in the United States, of the targets are blocked, among other measures.
