Publications are circulating on social media saying that more than 232 companies "fled" from Brazil to Paraguay during the current Lula (PT) government, which began in 2023. It's #FAKE.

In one of the contents with the same allegations, but made on video, the narrator says: "To give you an idea, Nike and Adidas suppliers have just closed their factories in Brazil and set up in Paraguay. Carstens, even JBS itself, a friend of the government, couldn't hold on here. There are more than 232 companies that left with the disastrous management of Minister Fernando Haddad."
But this is misleading. Data from the Paraguayan government show that the number mentioned in the publications refers to the total number of Brazilian companies that started producing in the neighboring country from 2007 onwards (see details below). In other words, the movement is not restricted to Haddad's management, who remained at the Treasury between 2023 and March 2026.
The publications went viral after Poder 360 published, on May 23, a report with the title "More than 230 Brazilian companies already produce in Paraguay". In the first sentence, the text mentions the period considered in the survey: "Paraguay has attracted 232 Brazilian companies since 2007 to act within the Maquila Law...".

⚠ Why #IS IT FAKE?
Consulted by Fato ou Fake over the phone, the Chamber of Brazilian Entrepreneurs in Paraguay denied that the number refers to the period of the current government:
"These 232 Brazilian companies did not arrive in Paraguay only within the period of the current government. Our survey is based on data published by the Ministry of Industry and Commerce. There are 318 industries of different nationalities with approval to operate under the Maquila regime, since 2007".
According to the survey based on data from the Paraguayan government, the peak of requests from Brazilian companies to operate under the Maquila Law regime occurred between 2016 and 2020, a period in which 45 projects were approved. Brazil is the country with the most companies in the program, followed by Argentina, the Netherlands and the United States.
According to information on the official website of the Ministry of Industry and Commerce of Paraguay, the Maquilla Law, signed in 1997, is "a system of production of goods and provision of services whose objective is to promote industrial development, the generation of formal employment and the increase in exports with national added value."
The body details the main bases of operation of the regime:
International Contract: "Production in Paraguay is carried out under the guidelines of a company based abroad (called a matrix), under the protection of an international contract".
Focus on Export: "Everything that is produced in Paraguayan territory under this modality must be destined for export to any part of the world."
Single tax of 1%: "The 1% rate is applied to the National Added Value (what was added at each stage of production or marketing of a product or service) or to the total value of the export note, depending on which amount is higher. The regime also offers temporary exemption (suspension) of taxes customs".
Incentives for foreign companies were recently expanded with the approval of Law No. 7547/2025, to include companies in the service sector. The regulation took place in April this year.
