Ineep: oil production in the Campos basin grows, but average is low

The Campos Basin recorded growth in oil and gas production of 10.9% in 2025 compared to the previous year and accounted for 20% of national production in the period. Despite the increase, the level remains historically low, representing the third lowest average in the last 25 years, according to an analysis carried out by Ineep (Institute for Strategic Studies of Petroleum, Natural Gas and Biofuels), focusing on the North Fluminense region.

The average production of 828.6 thousand boe/d (barrels of oil equivalent per day) in 2025, with 80% coming from Brazilian post-salt wells, was below 1 million boe/d in the early 2000s and the peak of 1.94 million boe/d in 2011.

"Although the natural maturation of the fields is a relevant factor, the intensity of this retraction is directly associated with the reduction in investments in exploration and production and in exploratory activities", says the analysis based on information from the ANP (National Agency for Petroleum, Natural Gas and Biofuels).

In 2025, six exploratory wells were drilled in the Campos Basin, which corresponds to 32% of the total drilled in the country and 60% of the wells drilled offshore.

In December, the Campos Basin had 39 platforms in operation, 18 of which were floating types (FPSO). Non-fixed structures accounted for 66.1% of production in the region.

Petrobras, Prio, Shell, Trident Energy, Brava Energia and Perenco were the main operators in the basin last year. As operator, Petrobras was responsible for production of 70.4% in the period (583.3 thousand boe/d).

The state-owned company's production in the basin increased 21.4% on an annual basis. On the other hand, the other oil companies recorded the third consecutive year of decline in production, which fell from 338 thousand boe/d in 2023 to 299 thousand boe/d in 2025.
