Income Tax Cashback: 500,000 taxpayers are left without payment due to lack of CPF registered as PIX key

The national supervisor of the Federal Revenue's Income Tax Program, José Carlos da Fonseca, reported this Thursday (2) that around 500 thousand taxpayers who would be entitled to the so-called Income Tax "cashback" this year will not receive the amounts because they do not have their CPF registered as a PIX key.
These taxpayers correspond to 13% of the total of 4 million people who will receive up to R$1 thousand directly into their bank account. With this, up to R$500 million will be paid to around 3.5 million workers.
"These people were not obliged to declare, but they had withholding tax in one month, as they received more than two minimum wages. If they made the declaration, they would have their money back. But they never made the declaration, they don't know, or they would have to pay someone to do it", explained José Carlos, from the Federal Revenue Service.
From 9 am next Wednesday (8), taxpayers will be able to make an inquiry to the special batch of automatic Income Tax refund.
Revenue pays special batch of IR refund to taxpayers entitled to 'cashback'
The funds will be automatically deposited into workers' bank accounts on July 15.
How IR cashback works
Automatic refund is a pilot project created to facilitate the return of amounts paid unduly or in excess by taxpayers who did not need to present an Income Tax declaration.
In this model, the Revenue uses information already available in its databases of data to automatically prepare a simplified declaration, identifying possible amounts to be refunded without the citizen needing to initiate the process.
According to the agency, the measure seeks to reduce bureaucracy and prevent millions of Brazilians from receiving resources to which they are entitled due to ignorance of the rules or because they are exempt from declaring the tax.
Who is entitled
To receive the automatic refund, the taxpayer must meet all of the following requirements:
not be obliged to submit the corresponding IRPF declaration to the year 2025;
not having submitted the declaration on their own initiative;
having had income tax withheld at source during 2024;
being entitled to a refund of up to R$ 1 thousand;
having a regular CPF and a Pix key registered with the CPF.
How to consult
The consultation can be made from July 8th on the Federal Revenue portal and also through the agency's official app.
In the area "My Income Tax", the taxpayer will be able to access the automatically generated declaration, check the data used, include additional information, if necessary, and make adjustments before processing is completed.
Payment will be via PIX

Reproduction
The Revenue informed that the refund will be paid exclusively through a PIX key of the CPF type.
There will be no issuance of a payment order or deposit into bank accounts other than are linked to the taxpayer's CPF.
Therefore, anyone who does not yet have this type of PIX key must register it to receive the amounts.
Batch is separate from traditional refunds
The agency highlights that this special batch is not part of the regular 2026 Income Tax refund calendar.
While the "cashback" only includes taxpayers who did not submit a declaration, traditional batches continue to be paid normally to those who submitted the document within deadline. The next regular batch is scheduled for July 31.
According to the Federal Revenue Service, the initiative is part of the tax administration modernization strategy, with a focus on automating processes, simplifying tax obligations and expanding taxpayers' access to unduly paid amounts.
The agency advises that consultations and follow-ups should only be carried out through official channels to avoid fraud.
