Hugo wants to vote on IA in June and the rapporteur seeks advancement of Redata in the Senate

After months at a standstill, the project that regulates AI (Artificial Intelligence) in the country is expected to advance in the Chamber of Deputies in June. This is the will of the president of the House, Hugo Motta (Republicanos-PB), who considers the agenda one of the next priorities.

According to him, the new date for the presentation of the opinion of deputy Aguinaldo Ribeiro (PP-PB) is June 9th. The calendar for voting before the parliamentary recess, however, is tight. The project is being analyzed by a special committee and, after being approved by the collegiate body, it still needs to be voted on in the plenary. The pause in the work of the National Congress begins on July 18th.

For the vote, Aguinaldo has argued that it is necessary to align the text with the Senate, where the proposal was approved in December 2024. As the project must be amended in the Chamber, there will be a need to return for the senators' evaluation.

"It doesn't make sense not to have a text already discussed with the Senate itself", said Aguinaldo at an event with deputies on Friday (29). In addition to an understanding of the text, the rapporteur advocates that the "political issue" be pacified and dialogue between the government and the Senate resume.

The rapporteur also defends that the Senate votes, by July, on the project that creates Redata (Special Taxation Regime for Datacenter Services), which establishes incentives for the implementation of data processing centers in the country.

Redata was established by the federal government through a provisional measure, which expired without being voted on by Congress. In February, the Chamber approved a bill on the topic with Aguinaldo's rapporteur. The proposal, however, did not advance in the Senate and remains blocked.

Aguinaldo Ribeiro's intention is to articulate both a path to make Redata viable and the AI PL. He stated that he should talk about the matter with senator Eduardo Gomes (PL-TO), rapporteur of the Redata project and responsible for reporting on AI regulation in the Senate.

To unlock Redata, Aguinaldo Ribeiro asked for the support of senator Rodrigo Pacheco (PSB-MG). He would like the congressman to "sponsor" the proposal to reinforce the articulation of the text. Former president of the Senate, Pacheco is the author of the project on AI, which was prepared by a commission of jurists and presented by the senator.

One of the possibilities considered by Aguinaldo was to include the Redata rules in the AI PL. The rapporteur, however, has focused on simplifying the proposal. In his opinion, Aguinaldo signaled the expansion of determinations on infrastructure and development. Other issues, such as copyright, remain under negotiation.

"We are seeking to improve the text. And I have said that for me the key to this will be governance", he said.
