Hugo Motta expects to vote on the government's PL on the end of 6×1 on Tuesday
The president of the Chamber, Hugo Motta (Republicanos-PB), included on the agenda of Tuesday's plenary (16) the government's project on the end of the 6×1 scale. As CNN showed, the intention of voting on the proposal next week is to unlock the House's agenda.
This is because the Executive's project is being processed urgently and, since May 30th, it has been blocking the Chamber's agenda, which prevents the analysis of some matters in the plenary.
On Thursday (11), Hugo announced deputy Leo Prates (Republicanos-BA) as rapporteur for the proposal and signaled that he should outline the project next week. The parliamentarian was the rapporteur of the PEC (Proposed Amendment to the Constitution), already approved by the Chamber, which reduces working hours in the country.
Even with the PEC being processed, the Executive sent a bill in April, with the aim of putting pressure on Congress to advance the matter in Congress.
Afterwards, by agreement between Hugo and Palácio do Planalto, it was decided that the text would be used to address specific changes in the journeys of different categories. Now, the details of the differentiated regimes for certain professionals must be left for another proposal.
Leo Prates started conversations with the technical team on Thursday (11) to discuss the drafting of the bill. Hugo's intention is to approve the government's project under the same terms as the PEC, which already received approval from deputies at the end of May.
If approved by the deputies, the text will go to the Senate, still under an emergency regime, that is, with a period of 45 days to be analyzed by the senators before locking the House's agenda.
The Senate, however, has blocked the progress of the PEC at the end of the 6×1 since the proposal was dispatched by the Chamber. The government's goal was to vote on the text in the first semester to use as one of the main flags for the electoral campaign.
The PEC approved by the Chamber establishes the reduction of weekly working hours to 40 hours with two days of rest.
The text proposes a 14-month transition to reduce the current working day from 44 hours to 40 hours per week in two stages, with a reduction of two hours each, without reducing wages. The first will be done 60 days after the text is promulgated. The second will be done 12 months later, totaling 14 months after the promulgation of the new amendment.
In addition to the negotiations around the 6×1 scale, the consideration of the government's bill will open space for the advancement of two of Hugo's priorities this semester: the proposal that regulates AI (Artificial Intelligence) in Brazil and the matter about an adjustment in the revenue ceiling for MEIs (Individual Microentrepreneurs).
