Hugo meets with leaders to define the Chamber's agenda before the recess
The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), meets, this Tuesday (30), with leaders of the House to define the projects that will be voted on in plenary before the parliamentary recess, scheduled to begin on July 18th. The meeting is scheduled for 3pm.
Hugo's idea is to move forward with at least four agendas. To do this, we will seek to define a calendar for the coming weeks. The head of the Chamber wants to speed up voting on the main projects this semester, as the last months of the year will be dedicated to the election campaign.
The first agenda that should be debated at the meeting is the project that increases the MEI limit to R$ 110 thousand in 2027 and R$ 140 thousand in 2028. President Luiz Inácio Lula da Silva (PT) met with the head of Casa Alta, on Monday (29), to deliver the government text to deputies.
The government's economic team estimates that the matter has an impact of R$50 billion per year in tax waivers. The last update of the MEI ceiling occurred in 2018. Data from Sebrae indicate that more than 570 thousand MEIs were non-compliant at the beginning of 2025 for not complying with the limit range.
Another text that the President of the Chamber will forward among deputies is the bill that includes misogyny among the crimes of prejudice or discrimination, provided for in the Racism Law. Penalties range from two to five years in prison, in addition to a fine. The proposal was approved in a working group coordinated by deputy Tabata Amaral (PSB-SP).
In her opinion, the deputy changed the proposal approved in the Senate to classify the act of misogyny as "the practice, induction or incitement of violence, restriction of the full exercise of rights or offense to the dignity of women, due to their condition as a woman".
Previously, the Senate text established misogyny as "conduct that externalizes hatred or aversion to women". The original proposal was authored by senator Ana Paulo Lobato (PSB-MA) and was approved by the Upper House in March this year.
Artificial intelligence and Fuel PL
The meeting of leaders should also deal with another project that is awaiting the opinion of rapporteur Aguinaldo Ribeiro (PP-PB): the proposal that regulates Artificial Intelligence in Brazil. The text was approved in the Senate at the end of 2024. If deputies promote changes to the text, the proposal will need to be returned for a new analysis by senators.
The project determines the commitments of companies that develop AI in the country and guides the purpose for using this tool. To this end, the proposal defines the SIA (National Artificial Intelligence Regulation and Governance System).
The rapporteur, however, is still working out agreements to move forward with the text. The main pending issues are related to copyright.
For this week, the PLP (Complementary Bill) is still expected to be discussed, which will reduce taxes on fuels, such as ethanol and gasoline. The text, sent by the government leader in the Chamber, deputy Paulo Pimenta (PT-RS), provides that the taxes that could be reduced are: Cide (Contribution for Intervention in the Economic Domain) and PIS/Cofins.
The fuels that could benefit from the reduction in these taxes would be gasoline, diesel, biodiesel and ethanol.
Written by deputy Paulo Pimenta (PT-RS), the text had the support of the government, but after the rapporteur, Marussa Boldrin (Republicanos-GO), presented an opinion on the proposal, the PT base complained about the inclusion of a series of tortoises - when excerpts foreign to the original text are included in a proposal.
The main point is the benefit to the ethanol sector. The congresswoman's text established favorable taxation for biofuels and allowed producers to use PIS/Cofins credits to reduce other taxes.
