Hugo creates a commission that will analyze PEC on reducing the age of criminal responsibility

The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), announced this Monday (6) the creation of four special commissions, including the one that will analyze the reduction of the age of criminal responsibility.

The proposal was approved by the CCJ (Constitution, Justice and Citizenship Commission) on June 10 and was awaiting Hugo's decision to be analyzed by a specific panel before going to the plenary. The text establishes the reduction of the age of majority to 16 years.

Current legislation determines that all citizens under the age of 18 are ineligible, that is, they cannot be held criminally responsible.

The special commission on the PEC (Proposed Amendment to the Constitution) will be composed of 38 full deputies and an equal number of substitutes.

Hugo Motta also announced the creation of three other commissions that will analyze:

- the preservation of the São Francisco River watershed;
- the possibility of hiring minor apprentices by municipal governments;
- and the tax regime for the recyclables chain.

These three committees will each have 20 full members and an equal number of substitutes.

"We are advancing in the debate on these agendas to deliver the best projects to the country", said Hugo in a post on social media.

The change in the age of majority is supported by the opposition, which has the issue as a campaign theme and a banner in favor of combating crime in the country. Historically, left-wing parties are against the change and argue that the age defined in the 1988 Constitution is an immutable clause.

As CNN Brasil showed, reducing or making the age of majority more flexible is a recurring theme in Congress and has been proposed at least 57 times in legislative matters since 1988. The lack of progress on the agenda, however, is justified by the lack of consensus.

This year, the reduction of the age of criminal responsibility was rescued during the process in the Chamber of the so-called Public Security PEC, but ended up being removed from the text approved by the deputies.

At the time, the condition for excluding the excerpt was the commitment to address the issue in a separate matter, which advanced in the CCJ and will now be the subject of a special commission.
