Haddad must launch security plan before government program

Former Finance Minister Fernando Haddad (PT), pre-candidate for the government of São Paulo, is expected to present his plan for public security in the state this month.

CNN learned from a pre-campaign source that the proposals are being finalized and should be launched before the government program, scheduled for August.

The plan outlines actions to combat crime in collaboration with federal agencies, in addition to prioritizing strategies that protect the most vulnerable populations - such as women, children, adolescents and the elderly.

At the end of June, when he announced former Minister of Entrepreneurship Márcio França (PSB) as his running mate, Haddad anticipated that security would be one of the priorities of his campaign.

According to a qualitative survey by Núcleo Ypykuéra, public security is seen, among voters of President Luiz Inácio Lula da Silva (PT), as one of the main challenges for the left in this electoral dispute.

In an interview with "Barão das Eleições", last Wednesday (8), the pre-candidate for Palácio dos Bandeirantes stated that one of the objectives is to confront stigma.

"I want to make security a campaign issue to put an end to this story that our field has no proposals for public security", he said.

According to the minister, the plan will be structured in "three layers".

As CNN showed, the first of these layers aims to combat what Haddad calls the "top floor" of organized crime. The idea is to target the financial structures of criminal factions.

The right considers that it has an advantage with the electorate in discussions about public security. Politicians from opposition parties, such as Senator Flávio Bolsonaro's PL, often repeat that the left protects criminals. The speech is based on attitudes such as the PT's stance against the incarceration policy.

Haddad's decision to bring forward the government's public security plan comes alongside other pre-campaign movements that seek to tackle electoral bottlenecks. The former minister should launch his ticket in the interior, a region where the PT has a history of lower votes.
