The technical team at the Ministry of Social Security is designing a rule to automatically change the interest limit on payroll loans for retirees. The proposal depends on approval from the CNPS (National Social Security Council).


The collegial body is made up of representatives of the federal government, retirees and pensioners, workers and employers. The next CNPS meeting will be held on July 28.


The information was released by the newspaper Folha de S.Paulo and confirmed by CNN Money. According to the Minister of Social Security, Wolney Queiroz, the technical team is working to finalize the proposal by the July meeting.

"It's a hypothesis [the creation of the automatic rule]. But these rules don't just depend on the minister. We're going to structure a proposal and debate it at the CNPS. There we have a quadripartite council, with autonomy to decide," Wolney told CNN Money.


Currently, the interest ceiling for payroll loans is 1.85% per month, a value that was defined by the CNPS in March 2025, and has remained unchanged since then.


The government is also considering submitting a proposal to the CNPS to reduce the interest ceiling on loans granted to INSS retirees and pensioners. The suggestion comes after a cycle of Selic cuts by the Central Bank.
