Government publishes rule that allows Bolsa Família to be maintained during BPC analysis

Brazilians enrolled in Bolsa Família and who wish to request the Continuous Payment Benefit (BPC) will be able to continue in the program until the analysis by the federal government is completed.
Disconnection from Bolsa Família will only occur at the end of the process and if the BPC is granted. The new rule came into effect on Tuesday (2).
The change results from an agreement between the Ministry of Development and Social Assistance, the National Institute of Social Security (INSS), the Attorney General's Office of the Union and the Public Defender's Office of the Union, signed after the approval of the law that changed the calculation of family income for the granting of the BPC, now including amounts previously disregarded, such as those from Bolsa Família, in the account.
The change now creates a kind of "transition period" between the two benefits and allows the BPC request to proceed for analysis even if the family's income exceeds the amount allowed under Bolsa Família (see details below).
Criteria for access to the BPC
The new calculation for granting the BPC had the objective, according to the government reported at the time, to avoid the accumulation of benefits.
See the basic rules for granting the benefit:
have a per capita family income of up to ¼ of the minimum wage;
be aged 65 years or over or have a disability verified through a biopsychosocial assessment;
be registered in the Single Registry, with CPF of all family members and other updated information;
have biometric registration in the National Identity Card (CIN) or, temporarily, in the Voter ID Card or in the Federal Police Base; and
live in Brazil.
All income is therefore now considered when calculating family income, with some exceptions.

They are:
supervised internship grants;
income from an apprenticeship contract;
amounts of temporary financial aid or compensation for dam rupture/collapse;
BPC received by another elderly or disabled person in the family;
social security benefit of up to one minimum wage granted to an elderly person (over 65 years old) or with a disability, limited to one per member; and
inclusion aid and the respective remuneration, when used only to maintain the BPC of another member of the same family group.
How it will work
The BPC application form now includes a statement in which the applicant states that he or she is responsible for the Bolsa Família family and authorizes voluntary withdrawal from the program if the benefit is the only reason for the denial of the request.
In the analysis, the INSS identifies, among applications that exceed the income limit, those in which there is receipt of the Bolsa Family. If the applicant is the family responsible and has filled out the declaration, the agency carries out a second assessment disregarding the program values.
If, in this new calculation, the income is within the limit, the request normally proceeds for analysis of the other BPC criteria. If approved, the INSS sends the declaration to the Ministry of Social Development, which interrupts the payment of Bolsa Família.
