Government publishes MP that creates new financing line for motorcyclists

MP (Provisional Measure) No. 1,366/2026 and Decree No. 13,026/2026 were published in an extra edition of the DOU (Official Gazette of the Union), which create and regulate a new line of financing aimed at professional motorcyclists who work in individual passenger transport and app deliveries, as well as CLT employees.

Launched this Friday morning (12) at Palácio do Planalto, the initiative is part of the Move Brasil program, which also brought credit lines for app drivers, taxi drivers, trucks and agricultural machinery.

The launch ceremony was attended by the President of the Republic, Luiz Inácio Lula da Silva, and representatives of the app delivery category who use motorcycles as a work tool.

In the case of delivery drivers, financing of one vehicle per beneficiary will be allowed, with a two-month grace period and a financing period of up to 48 months. Credit life insurance, protection that helps pay off the debt in the event of serious unforeseen events involving the worker, can also be financed.

The two published normative acts enable the application of resources from the FIIS (Social Infrastructure Investment Fund) for fleet renewal, vehicle acquisition and investments associated with individual urban mobility, including infrastructure linked to increased productivity and the decarbonization of the sector.

According to the government, the provisional measure allows the use of FIIS resources in reimbursable financing lines intended for fleet renewal, equipment acquisition and expansion of infrastructure related to individual urban transport of passengers and cargo, including services intermediated by digital platforms.

It also authorizes the use of resources from the FGO (Operations Guarantee Fund) to reduce the risk of operations and provides for the action of the FGI (Guarantee Fund for Investments), increasing security for granting credit.

The decree adapts the FIIS rules to support the new public policy and establishes the CGEFrota (Specific Management Committee for Financing Lines for Fleet Renewal and for Individual Urban Transport Infrastructure).

Coordinated by the Civil House, the collegiate body will be responsible for monitoring the implementation of the policy, defining guidelines and supervising the application of resources aimed at the sector.

Financing conditions
Delivery drivers and motorcyclists must be registered on digital platforms for at least six months and have carried out at least 100 races or deliveries during the period.

Professional motorcyclists with a CLT and at least six months of activity will also be able to access the credit. To participate, you will need to have a category A CNH (National Driving License).

Motorcycles, mopeds and flex mopeds produced in the country, up to 160 engine capacity, can be financed, in addition to motorcycles, mopeds and electric bicycles produced in Brazil or linked to national productive investment projects.

The MDIC (Ministry of Development, Industry, Commerce and Services) will be responsible for qualifying manufacturers and publishing the list of brands and models eligible for financing. The policy also provides for compensation from automakers, including discounts on the purchase of vehicles participating in the program.

Financial conditions include interest of 12.5% per year (0.99% per month) for men and 11.5% per year (0.91% per month) for women, payment period of up to 48 months and a grace period of two months. In a simulation presented by the government, a loan of R$21,000 would have an estimated payment of approximately R$552 per month.

The operationalization of the program will count on the participation of Banco do Brasil, Caixa Econômica Federal and other financial agents and fintechs that may be qualified, as long as they assume the risks of the operations.

To join the program, interested parties must share the necessary information to verify their eligibility. In the case of professionals linked to applications, the platforms themselves will share data to confirm the minimum participation requirements.

The start of credit line contracts is scheduled for July 13th.
