Government is betting on the urgency of the Chamber's PL to put pressure on the Senate by 6×1

The decision by the president of the Chamber of Deputies, Hugo Motta (Republicans-PB), to vote on the government's bill on the end of 6x1 next week, resolves the House's problems and tends to put pressure on the Senate. Government allies are betting on approval to reinforce the demand for advancing the agenda in the Upper House.

The text that is currently under urgency is blocking the Chamber's agenda and, if it advances, it could also block the senators' deliberations in the second half of the year.

The text proposed by the government in the form of a bill also establishes the end of the 6×1 scale and the limit of 40 hours per week. The content of the project is the same as the PEC approved in the Chamber at the end of May. The difference, however, lies precisely in the urgency regime. As presented on April 14, the text should be voted on by the end of May.

As it was not voted on, the plenary can only deliberate PECs, PDLs (Project Legislative Decree) and urgent requests until the government text is approved. Therefore, the President of the House scheduled the vote on the project for Tuesday (16), aiming to clear the Chamber's agenda.

Motta tried to convince the government to remove the urgency, but Planalto did not change its mind to press for a vote on the PEC that is stuck in the Senate. This is because, if it advances in the Chamber, the PL would also carry with it the urgency for the Upper House. Therefore, the president of the Senate, Davi Alcolumbre (União-AP), would have 45 days to prepare the text before also stopping the plenary work as soon as the project is dispatched by the deputies.

The pressure on Alcolumbre comes precisely because the president of the Senate blocked the PEC at the end of the 6×1 and did not signal speed for approval this semester. The senator asked for "time" for the analysis and reinforced that the Senate would not be a House that "stamped" the projects that came from the Chamber.

As Motta's idea is to use the same text as the PEC of the 6×1 in the government project, the urgency regime puts pressure on Alcolumbre to speed up the vote on the PEC or deal with the urgency of the text.

Even though the second semester will be guided by elections, the Senate still has projects to be voted on in the last six months of the year. With the agenda blocked, the Senate is unable to vote on the remaining texts.

In the Chamber, Hugo Motta appointed deputy Leo Prates (Republicanos-BA) as rapporteur of the government text. Prates was responsible for the PEC at the end of the 6×1 in the special commission and created the text that was approved in the plenary. The proposal determines the reduction of working hours to 40 hours per week and at least 2 days of rest per week without reducing wages.

As it is identical to the PEC and requires fewer votes to advance in the plenary, the project sent by the government should not face resistance during the week.

With the release of the Chamber's agenda, Motta would be able to focus on three texts that are in the plenary: the text that regulates Artificial Intelligence in Brazil, the proposal for an adjustment in the revenue ceiling for MEIs (Individual Microentrepreneurs) and the project that deals with the refinancing of rural debts.
