Government gives in on readjustment of the MEI ceiling that could have an impact of R$50 billion

The proposal evaluated by the government to readjust the revenue ceiling for MEIs (Individual Microentrepreneurs) may have a limit of R$ 140 thousand. The new framework is being negotiated with the National Congress and has an estimated impact of R$50 billion per year in tax waivers.

Currently, the limit is R$81 thousand per year. The proposal negotiated by the Executive with the rapporteur in the Chamber, deputy Jorge Goetten (Republicanos-SC), foresees an escalation of two years, reaching R$ 140 thousand in 2028.

The parliamentarian is the rapporteur of a project on the topic that is analyzed by a special commission. The government also plans to send its own proposal in the coming days, which should also be forwarded to the board.

In addition to the MEIs, deputies are pushing for an update to the limits of Simples Nacional, which includes micro and small companies. The government, however, resists the idea and there is still no understanding on the issue. This is one of the points defended by the rapporteur and which remains under negotiation.

"It is not agreed yet, but I believe we will reach a consensus", said the rapporteur to CNN. Despite the impasse over Simples, Goetten assesses that there has already been "a lot" of progress in coordination with the Ministry of Finance.

The issue of readjusting MEIs, according to him, has already been "pacified" and has support for approval. There is also an agreement to allow micro-entrepreneurs to hire up to two employees, instead of just one, as current legislation allows.

"If we wanted to approve just the MEIs, next week we could approve it", stated the rapporteur during a state seminar on the proposal in Fortaleza (CE), on Friday (26).

The expectation of congressmen is to vote in the plenary in the second week of July, before the parliamentary recess that begins on July 18th. The project has already had the emergency regime approved and can be deliberated directly in the plenary.

Initially, the government would present its proposal on Wednesday (24), a date announced by the president of the Chamber, Hugo Motta (Republicanos-PB). The forecast, however, was postponed and the text should be released in the next few days.

The readjustment of MEIs is seen by the government, in an election year, as an important delivery and an agenda with broad support in Congress. According to Minister Paulo Pereira, from the Ministry of Entrepreneurship, the increase in the limit is a "general demand" from entrepreneurs. According to the Executive, there are currently around 17 million people who fall into the category.

"Everyone will want to approve this before the election to be able to carry this flag, which is a popular and important flag, with a lot of impact in Brazil", said Pereira during the program Bom dia, Ministro on Thursday (25). In addition to updating the ceiling, the Executive must also release Desenrola MEI, a debt renegotiation program specific to the segment.

Next Wednesday (1st), the special commission for the readjustment of the MEI has a scheduled hearing with minister Paulo Pereira and representatives of national confederations.

Debate in the Chamber
Another change defended by the rapporteur in the Chamber is the possibility of automatic annual updating of the ceiling limits of MEIs and Simples companies. This update would be based on inflation indicators.

"We did not give up, in the report, on including the automatic update and that every first day of the following year with this update of the limits of MEIs and micro and small companies", declared Goetten.

The deputy has also defended a possible exemption from employer social security contributions, for two years, as compensation for companies that need to hire more employees due to the end of the 6×1 work schedule.

The approval of the PEC (Proposed Amendment to the Constitution) on the reduction of working hours in the Chamber, in May, was what drove the analysis of the readjustment of MEIs. This is because an article about the modernization of the MEI was included in the text as a form of compensation requested by productive parliamentary fronts.
