Minister Flávio Dino, of the STF (Supreme Federal Court), canceled his participation in the Lisbon Forum, also known as "Gilmarpalooza", after suffering a domestic accident and receiving medical advice to avoid long trips. Dino suffered a fracture and tore a ligament in his foot, according to the press office.

Held annually in Portugal, the Lisbon Forum is organized by the Dean of the STF, Gilmar Mendes, and brings together authorities, jurists, politicians and academics, mainly from Brazil and Europe, to debate topics related to law, economics, democracy and public policies.

This year, the event takes place between the 1st and 3rd of June. In addition to Dino, the participation of minister Alexandre de Moraes was expected, who will be part of the panel "Democracy, Populism and Ideological Polarization" this Monday (1st).

Communication of withdrawal
Dino informed about the accident and withdrawal from the trip in an article published this Sunday (31), in which he presents the reflections he intended to bring to the meeting.

In the text, the minister analyzes the role of constitutional courts in contemporary democracies and discusses the mechanisms for containing judicial action. It also counters frequent criticisms directed at the STF and constitutional courts in general.

According to Dino, it is wrong to classify these courts in a generic way as "activists" whenever they exercise constitutionality control. For the minister, one of the central functions of a Constitutional Court is to prevent majority decisions from violating fundamental rights.

For the minister, the strength and protagonism of the Supreme Court today are mainly related to the difficulty of the National Congress in producing consensus and conducting decision-making processes. The minister argues that this bottleneck worsened after the 2013 political crisis.

Other participants
The President of the Chamber of Deputies, Hugo Motta, and the Attorney General of the Republic, Paulo Gonet, are also expected to participate in the event's discussions.
