Enel SP's electricity bill should rise by more than 10% for 8.9 million properties
The collegiate board of Aneel (National Electric Energy Agency) should analyze next Tuesday (30) the annual tariff adjustment of Enel São Paulo, which foresees an average increase of 10.18% in the electricity bills of around 8.92 million consumer units served by the distributor in the metropolitan region of São Paulo.
For low voltage consumers, a group that includes most homes and small commercial establishments, the average adjustment will be 8.97%. Consumers served at high voltage, such as industries and large companies, will see an average increase of 15%. For residential customers, the average adjustment will be 9.02%. If approved, the adjustment will come into effect on July 4th.
According to the vote of the rapporteur, director Agnes da Costa, the adjustment results from the update of the costs of Portions A and B, which accounted for 3.72 percentage points, the inclusion of financial components, with an impact of 4.03 percentage points, and the removal of the financial components considered in the previous adjustment, which added 2.43 percentage points to the final index.
The approved increase was more than twice above inflation measured by the IPCA (Broad Consumer Price Index), which is expected to be 4.9% this year. Despite the steep adjustment, only a small portion of the increase is related to distribution activity. The energy distribution services component accounts for just 0.37 percentage points of the adjustment.
Among the factors that put the greatest pressure on the readjustment are the increase in sectoral charges, transmission costs and energy purchases. Portion A, which includes expenses with the purchase of energy, transmission and charges and does not remain with the distributor, represents 72.27% of the concessionaire's costs. Portion B, referring to the distributor's own costs, corresponds to 27.23%.
Enel responds to process over the concession
The adjustment analysis takes place while Enel São Paulo responds to an administrative process at Aneel that could result in a recommendation to the Ministry of Mines and Energy to open a concession expiry process.
The distributor became the target of reinforced inspection after the blackouts recorded in the metropolitan region of São Paulo between 2023 and 2025, when millions of consumers were left without power for several days. The agency determines whether there was a failure to comply with the obligations set out in the concession contract and whether the failures in the provision of the service justify the opening of the process to lose the concession.
When contacted, Enel said it was awaiting the definition of the adjustment percentage by the regulatory agency.
