Digital check-in is now mandatory in Brazil

The new National Guest Registration Form (FNRH) in 100% digital format became mandatory for accommodation throughout Brazil last Monday (20).

Similar to flight check-in, the electronic system developed by the Ministry of Tourism in partnership with the Federal Data Processing Service (Serpro) allows data to be filled in advance and online via Gov.Br.

The entire process in hotels, inns, resorts and other accommodation facilities - which has been gradually implemented since November 2025 - can be completed by reading a QR Code, shared link or device offered by the establishment.

"The new Digital Guest File focuses especially on the guest, avoiding unnecessary queues at check-in and ensuring more comfort and safety. In addition to the great technological advance, this means eliminating the use of paper", pointed out the Minister of Tourism, Gustavo Feliciano.

The segment's adaptation to the tool advances mainly in the states of São Paulo (744), Minas Gerais (351), Rio de Janeiro (351), Santa Catarina (332) and Rio Grande do Sul (281).

In the Northeast region, highlights are Bahia (242) and Ceará (212). In the Central-West, Goiás already has 111 suitable accommodation facilities, a number that reaches 104 in Mato Grosso.

In the North of the country, the leadership is from Pará, with 70 members. Amazonas (60) appears in second place in the number of companies that already send forms in digital format.

The transition to FNRH Digital - which in the case of foreign guests will not require the need for a Gov.Br account - is provided for in the new General Tourism Law, sanctioned in 2024 by President Lula, and strictly complies with the General Data Protection Law (LGPD), ensuring that information is processed in an encrypted and controlled environment.

FOLLOW-UP

The Ministry of Tourism reiterates that modernization requires adaptations on the part of the 19,231 accommodation facilities across the country regularly registered in the Register of Tourist Service Providers (Cadastur), regardless of whether they use their own management systems.

Unsuitable enterprises will still be able to do so. Otherwise, they will be subject to administrative proceedings, with the right to full defense, and to prescribed legal penalties, such as warnings and fines.

Inspection is carried out by the Ministry of Tourism and can also be delegated to states and municipalities. The process begins with awareness and notification.
